Contribution to the UN Bhutan One Programme 2014-2018

The UN Bhutan One Programme 2014-2018 reflects priority development issues that will enable Bhutan to move forward on the path of sustainable and equitable development: 1) Sustainable Development; 2) Essential Social Services; 3) Gender Equality and Child Protection; 4) Good Governance and Participation.
The ONE Programme provides an overall planning and accountability framework for UN Agencies, the Bhutanese Government and other development partners in support of the 11th Five Year plan.
ADC contributes to two outcomes: Outcome 3 aims at strengthening communities and institutions at all levels to achieve enhanced gender equality, empowerment and protection of women and children. ADC puts particular emphasis on mainstreaming gender across all sectors and on prevention and elimination of gender based violence with the expected results that
- a comprehensive support mechanism to support victims of gender-based violence is in place and
- the Ministry of Finance and other ministries have enhanced knowledge and skills on gender responsive planning and budgeting (GRPB).
Outcome 4 envisages institutions and communities to exercise the principles of democratic governance at the national and local levels with a focus on inclusiveness, transparency, accountability and evidence-based decision making. ADC will particularly contribute to raising people’s awareness of their rights and access to justice with the expected results that
- an ethical, competent and autonomous legal profession and a legal aid system in line with international standards are developed and
- the access to justice for women and disadvantaged groups is strengthened.
The contribution to the UN Bhutan ONE Programme is in line and complements Austria’s programmes under the Austria – Bhutan Country Strategy 2014-2018.
