Projektziel


The UNRWA 2022 Emergency Appeal for the occupied Palestinian territory (oPt) is divided into three strategic priorities (SP):

Under SP1, UNRWA will continue to provide emergency food and cash assistance to Palestine refugees in Gaza and the West Bank.

Under SP2, UNRWA will maintain access to critical services – health, education, shelter rehabilitation, mental health and psychosocial support (MHPSS), protection and environmental health – to ensure Palestine refugees are protected from the most severe impacts of the crisis in Gaza and the West Bank.

Under SP3, UNRWA will maintain effective coordination and management of its emergency response in Gaza and the West Bank.


Erwartete Ergebnisse


SP1: Crisis-affected Palestine refugee households in Gaza and the West Bank facing acute shocks have increased economic access to food.

SP2: Palestine refugees in Gaza and the West Bank maintain access to critical services and are protected from the most severe impacts of the crisis (continued primary, secondary and tertiary health care, Education in Emergencies, protection, Mental Health and Psychosocial Support (MHPSS), shelter rehabilitation and reconstruction).

SP3: Effective coordination and management of the emergency response (Gaza and West Bank), including emergency preparedness.


Zielgruppe


The un-earmarked Austrian contribution may contribute to one or more interventions under the UNRWA 2022 Emergency Appeal for the oPt and may therefore reach different categories of beneficiaries. Exemplary, it may benefit approximately 50,000 eligible Palestine refugees in Gaza who will receive in-kind food parcels in 2022; Location: Gaza Strip and West Bank, including East Jerusalem.


This contribution is a co-funding of project 2609-00/2021 (AKF funded).


Maßnahmen


The following activities are envisaged with the contribution: Approximately 50,000 eligible Palestine refugees individuals in Gaza will receive in-kind food parcels with an average estimated food parcel value of approx. US$ 30.


Hintergrundinformation


The humanitarian situation in the Gaza Strip is getting worse due to the ongoing multi-layered crises. This led to a significant deterioration in the Gazans’ lives and increased their burdens, which increased their vulnerability and limited their ability to cope with these harsh situations.

The land, air, and sea blockade of Gaza, which entered its 16th year in June 2022, with its restrictions on the movement of people, goods, and trade, continues to undermine Gaza's socio-economic situation severely and has precipitated a humanitarian and economic crisis that is jeopardizing the lives and dignity of all Palestinians living in the Gaza Strip.

This dire situation is compounded by the escalation of hostilities from time to time, lately in August 2022. This adds to the May 2021 hostilities that resulted in human and material acute losses. In addition to the loss of lives, injuries and trauma, the May hostilities damaged buildings, hospitals and health centers, water and sanitation facilities, transport, energy, and communications networks.

This is in addition to the issues resulting from the COVID-19 pandemic that adversely affected all facets of Palestinians' lives, especially the socio-economic situation. In the second quarter of 2022, the unemployment in Gaza reached 44 per cent, and the poverty rate was 81.5 per cent. Chronic electricity shortages and lack of access to clean water supplies also impact the economy and disrupt people's daily lives. Moreover, the severe situations are at risk of further deterioration as commodities' prices have significantly increased in the Gaza Strip since the beginning of the crisis in Ukraine. The Palestinian Consumer Price Index CPI during the first nine months of 2022 increased by 3.57% compared with the same period of the previous year (4.49% in Jerusalem J1, 3.55% in the West Bank, and 3.06% in the Gaza Strip) . According to WFP, wheat flour prices increased by 32 per cent, vegetable oil by 15 per cent, fodder by 35-40 per cent and fuel by 10 per cent in the first 6 months of 2022. As a result, food security has worsened. Some 1,534,720 Palestine refugees were registered with UNRWA in Gaza (as of 30 June 2022), and the Agency has continued to prioritize food assistance as a lifeline for the most vulnerable.
