Projektziel


The National Assembly of Zambia and the Austrian Parliament introduce new measures to become Accessible, Transparent, Open and Modern (ATOM). Thereby, the project aims to contribute to the implementation of SDG 16, namely the establishment of effective, accountable and transparent institutions that allow responsive, inclusive, participatory and representative decision–making.


Erwartete Ergebnisse


(1) New Information and Communication Technology (ICT) Strategic Plan supporting efficient workflow and processes of communication, public participation and legislation at the National Assembly of Zambia (NAZ) is defined.

(2) A revised educational programme offered by NAZ to support school youth’ understanding of democracy and the work of a Parliament is elaborated.

(3) Parliamentary oversight of the implementation of the SDGs in Austria and Zambia is strengthened.

(4) Awareness for SDG related topics and policy coherence for sustainable development at the Austrian Parliament is raised – the Parliament serves as discussion platform for all stakeholders.


Zielgruppe


The direct target group are the Members of the Zambian and Austrian Parliament (402 persons ) as well as Staff Members of the Austrian and Zambian Parliament - with focus on the Public Relations and Communications and IT Department (30 persons).


Maßnahmen


(1) The main activities to reach Output 1 are workshops and peer to peer meetings to draft an ICT strategic plan.

(2) The main activities to reach Output 2 are working visits, trainings, elaboration of new tools.

(3) The main activities to reach Output 3 are facilitation of the Joint Parliamentary Peer Group and INDABAS (INDABA describes in Zulu or Xhosa an important meeting or a large gathering).

(4) The main activities to reach Output 4 are events on Policy Coherence for Sustainable Development, SDG and development policy issues as well as the production of information materials such as Newsletters.


Hintergrundinformation


After 10 years of North-South Dialogue between the Austrian and the Mozambican Parliament, this new phase aims at establishing a partnership with a new parliament, namely the National Assembly of Zambia. This project contains an agreement that in accordance with the results and recommendations of the end-term evaluation (covering 10 years) which will be available in end February 2017, the project document and Logframe will until July 2017 be scrutinized and adjusted where necessary and presented to ADA for approval. The Federal Government of Upper Austria contributes with 85.000 EUR.

  • Modalität: definiert die Art der Hilfe (z.B: Sektorbudgethilfe, Kernbeiträge an multilaterale Institutionen, Projekthilfe, Technische Assistenz (personelle Hilfe), Bildungsarbeit im Inland, etc.)
  • Sektor: bezeichnet den wirtschaftlichen oder sozialen Sektor des Partnerlandes, welcher mit dem Projekt/Programm unterstützt wird.
  • Tied/Untied: Ungebundene (untied) Hilfe ermöglicht dem Projektpartner im Entwicklungsland - unter Befolgung der lokalen Beschaffungsregeln - freie Entscheidung über die Herkunftsländer im Zuge der Beschaffung von Dienstleistungen und Waren. Gebundene (tied) Hilfe verknüpft die Hilfsleistung auf die Beschaffung aus dem Geberland oder aus einem eingeschränkten Kreis von Ländern.
