The need for statistical capacity building in developing countries was recognized in 1999, when the Partnership in Statistics for Development in the 21st Century (PARIS 21) and the World Bank Trust Fund for Statistical Capacity Building were established. Their objective is to develop a culture of transparent, evidence-based policy-making to improve governance and accountability and to support national and global efforts to reduce poverty and achieve the MDGs. PARIS 21 is a network and a process for promoting diaologue and advocating for better statistics. World Bank and PARIS 21 have developed an effective development model that promotes partnership, supports dialogue and puts developing countries at the center of the development process. The challenge now is to build on what has been achieved so far and apply this development model world-wide.
