Gender specific needs and protection concerns of 37.500 most vulnerable conflict affected IDPs in three oblasts in Ukraine (UA) and Ukrainian refugees in six rayons in Moldova (MD) are addressed through the provision of equitable and safe access to humanitarian assistance and most needed goods and services to women, men and people of all gender and ages.

Erwartete Ergebnisse

1. SHELTER & FOOD: 24.000 internally displaced women, girls, boys, men, and people of all gender (including LGBTQ* people), elderly and people with disabilities (PwD) in the UA target regions and 13.500 Ukrainian refugee women, girls, boys, men, and people of all gender as well as elderly and PwD in the Moldovan target regions are provided with equitable access to shelter, basic/emergency NFIs and food items.

2. PSYCHOSOCIAL SUPPORT: 9.600 internally displaced women, girls, boys, men, elderly, and PwD in UA, and 9.900 refugee women, girls, boys, men, elderly, and PwD in MD received psychosocial support (PSS) and relevant information about social and health services based on their specific needs.

3. GENDER-SPECIFIC PROTECTION: 20.000 internally displaced women of all ages and LGBTQ* people in three UA oblasts, and 10.000 refugee women and girls in six rayons in Moldova have safe access to necessary preventive information and services, which ensure their protection regarding Protection against Sexual Exploitation and Abuse (PSEA) and Gender based violence (GBV).

Zielgruppe

Through the proposed project, a total of approx. 37.500, displaced people (min. 70% female, min 50% children under age 18, min 5% PwD, min 500 LGBTQ* people) will be reached. The project will be implemented by local project partners “STAN”, “Mo?tenitorii” and the NGO Gender Centru.The project will be implemented in Ukraine (Ivano-Frankivska, Zakarpatska and Chernivetska Oblasts) and Moldova (Stefan-Voda, Causeni, Hincesti, Edinet and Riscani rayons, as well as Balti municipality).

Maßnahmen

- Selection of min 10 locations for the shelters and signing cooperation agreement (UA);

- Needs based procurement of equipment and supplies for 10 Shelters in UA (max. 6.000 EUR per shelter);

- Procurement and distribution of 3.000 essential non-food relief items (UA);

- Procurement and distribution of 10.000 Food items (UA);

- Selection of 15 temporarily refugee transit centres in MD and signing the cooperation agreement;

- Needs based procurement of necessary supplies for Temporary Refugee Centres in MD (max. 1.500 EUR per centre);

- Procurement and equipment of 25 emergency medical kits for shelters in UA and refugee centres in MD (UA and MD);

- Shelter operation under the supervision of the project team (UA & MD) as well food provision for three months (in UA) ;

- Trainings for local PSS units (UA & MD);

- Provision of PSS to conflict affected displaced people through trained project staff (UA & MD);

- Provision of childcare services for mothers with kids/ play groups, art workshops through trained project staff (UA & MD);

- Elaboration of Toolkit on gender Equality in humanitarian actions in three languages (UA, RO, RUS) (UA & MD);

- Info sessions/ Trainings for local actors and NGOs on gender equality in humanitarian actions, and available services (UA & MD);

- Elaboration and dissemination of gender- (age and disability) specific information about protection risks and available services on PSEA and prevention of GBV (including information for LGBTQ* people) (UA & MD);

- Procurement and distribution of dignity kits for women* of all ages (UA & MD).

Hintergrundinformation

The security situation in UA deteriorated rapidly following the launch of a RUS military offensive on 24 February 2022. The intense military conflict has resulted in loss of life, injuries, and mass movement of civilian population. In three weeks, more than 3.2 million refugees have been forced to flee UA, while an additional 6.5 million people have been displaced internally within the country. The massive and rapid influx of people in the western region has overstretched the local capacities to respond to the basic needs of the displaced. The disruption of basic services and significant infrastructure and economic losses are generating critical new humanitarian needs that must be urgently addressed. The main reception centres hosting IDPs are overcrowded, there is a severe lack of basic non food items, including beds, mattresses, and blankets. There is a high need for food and especially food for children and babies. Protection risk is increased due to the missing separation by gender in the shelters. Women and girls are at higher risk of GBV, sexual exploitation and abuse or intimate partner violence. Local and regional governments try to centralize humanitarian response actions, run by NGOs, but weak management and hidden corruption hamper the coordination. MD is one of the main refugee-hosting and transit countries. 360.000 Ukrainian refugees have entered MD and each third have stayed in MD, which makes it the country with the most refugees per-capita. 89% refugees are women and children. Border crossings with UA are overwhelmed, mostly challenged Stefan Voda and Causeni rayons of MD, receiving refugees from the southern and south-western parts of UA. Refugees arrive distressed and are heavily affected psychosocially. MD does not have the resources to cope with the constant refugee stream and authorities have warned of a looming humanitarian crisis if the country does not receive financial aid. The urgent needs include strengthening and supporting access to mental health and psychosocial support; provision of basic and domestic items including core relief items, education, and health services.
