Projektziel


The main objective of the program is to strengthen the capacities of citizen groups and representatives (e.g. basic service delivery sectoral committees, social accountability committees, etc.) and the government to work together in enhancing the quality of basic public services that are delivered to the citizens of Ethiopia.


Erwartete Ergebnisse


Expected outputs:

1. A total of 9,897 representatives of local government and basic service providers are trained on social accountability tools including participatory budget planning and gender mainstreaming.

2. 223 woredas have developed joint action plans for service quality improvement based on interface meetings between service users and providers.

3. A total of 17,140 citizens and citizens groups are trained on how to approach basic service providers and on their rights and responsibilities to plan, budget, implement and monitor basic services delivery.

4. A total of 305 training sessions included gender mainstreaming on public basic service provision.

5. A total of 723 meetings on planning, budgeting, implementation and monitoring of basic service delivery have been held by 49 civil society organisations in which 46,728 citizens, service providers and local government officials have participated.

6. Representatives of 49 implementing partners (SAIPs) are trained on how to encourage local government to use social accountability tools.


Zielgruppe


The 42.373 direct beneficiaries are users and providers of basic services in the five identified sectors agriculture, health, water and sanitation, education and rural roads in the targeted 223 woredas. "users" are citizens in general, as well as citizen groups, "providers" are regional and woreda authorities.


Maßnahmen


ESAP is overseen by a Steering Committee (SC) chaired by the Minister of State for Economic Development in the Ministry of Finance and Economic Development (MoFED) and meets quarterly to hold policy dialogue and review program implementation progress so as to provide regular guidance on implementation improvements. A Management Agency (MA), contracted by the World Bank (WB) on behalf of MoFED, provides coordination and implementation support to the Civil Society Organizations implementing the activities. During the last 18 months of ESAP2, the focus will lie on support activities aimed at strengthening federal level policy and technical dialogue by developing the capacity of MoFED and other key stakeholders in the areas of citizens’ engagement through technical assistance.

 


Hintergrundinformation


The program is part of the broader framework of good governance in Ethiopia and the country leadership considers it to be an important aspect of the good governance strategy. With the approval of the second Growth and Transformation Plan (GTP2 - the national development plan), citizens engagement, social accountability inclusive, remain at the heart of Ethiopia’s development agenda.

Gebundene (tied) Hilfe verknüpft die Hilfsleistung auf die Beschaffung aus dem Geberland oder aus einem eingeschränkten Kreis von Ländern.
