EUTF WASH: Wasserversorgung und Abwasserentsorgung für Flüchtlingssiedlungen und beherbergende einheimische Bevölkerung in Norduganda - EC Funds

Projektziel
Project Impact and Outcome: The proposed project contributes to a larger project aiming to improve food security, nutrition and livelihoods of the refugee population in Northern Uganda as well as their host communities. The specific outcome of the WASH component is to ensure sustainable access to safe water and improve the environmental sanitation conditions in the targeted communities. This will contribute to creating a more stable socio-economic environment and hence conflict prevention.
Erwartete Ergebnisse
Expected Results: The project outcomes will be achieved by the combined effect of the following outputs: (1) Construction of 5 piped water supply systems (3 new systems, 2 to be rehabilitated/expanded); (2) Setting up sustainable operation and maintenance structures for these systems; (3) Improving environmental sanitation by constructing a faecal sludge treatment plant, including the necessary equipment and O&M structures, conducting sanitation awareness campaigns and implementing water source protection measures; (4) Preparation of a Water for Production concept paper to identify opportunities and constraints for the development of Water for Production infrastructure under the specific circumstances of the target region; and (5) Capacity development for the implementing organisation.
Zielgruppe
Target group/region and implementation partners: The direct project beneficiaries are 69,000 people, including both inhabitants of refugee camps and their host communities, in three districts of Northern Uganda: (1) Kiryandongo Refugee Settlement in Kiryandongo district, (2) Rhino camp in Arua district, and (3) three settlements in Adjumani district.
The project will be implemented by the Ministry of Water and Environment through the existing Water and Sanitation Development Facility – North (WSDF-N) which is a deconcentrated unit of the Ministry based in Lira, in close coordination with the institutions in charge of camp management (Office of the Prime Minister, UNHCR and Emergency Relief Agencies).
Maßnahmen
Activities: The implementation of water supply and faecal sludge management infrastructure and O&M structures will follow the well-established standard implementation steps of WSDF-N (baseline survey, community mobilization, design, water source development, construction, supervision, set up of O&M structures including gender-balanced Water Boards, commissioning and handover), however with adjustments to the particular situation in refugee camps to be agreed with the agencies in charge.
Hintergrundinformation
Context of the intervention: After massive internal displacements of the population during the LRA rebellion Northern Uganda is now exposed to a growing influx of refugees from South Sudan, DR Congo, Somalia, Burundi and other countries. These groups are hosted by Ugandan communities, sharing between each other infrastructure and services provided by the government and Emergency Relief Agencies. The refugees have been provided with accommodation and land to develop small-scale farming.
