Evaluierung - Arrangement for Joint Funding (AJF) in Support of the Education Sector Development in Kosovo
The Final Evaluation of the Arrangement for Joint Funding (AJF) in Support of the Education Sector Development in Kosovo aims to examine and assess the outcomes/expected results, activities and lessons learnt from the implementation of the AJF, and at the same time seek to ensure the accountability of the implementation and the sustainability of the overall reached results.
An assessment of the relevance of the AJF’s objectives and the interventions related to the overall target group or those affected including recipient - MEST and donor.
An analysis to which extent the AJF’s goals, objectives and the expected results were achieved as planned against the indicators defined. Unintended effects should be considered.
An assessment of the efficiency of undertaken activities (i.e. cost efficiency of the implementing structures); whether or not benefits of the actions are likely to continue after the donor funding has been withdrawn and the expected long-term impact of the intervention.
Main beneficiary of the this intervention is the Ministry of Education, Science and Technology (MEST) including 162 persons.
A team of experts evaluates the Arrangement for joint funding in support of the education sector based on all five DAC evaluation criteria.
The AJF in Support of the Education Sector Development in Kosovo - Education Sector Pool Fund ("ESFP") was in total a 31 months intervention which aimed to align external support to the education sector, by use of the government systems, and to harmonise development partners' aid modalities so that transaction costs can be reduced. The initiative was supported by ADA, GIZ and Sida. The external final evaluation will concern the whole intervention supported by all three Development Partners.
