Projektziel


Improved access to modern, affordable and reliable energy services, energy security and mitigation of negative externalities of the energy system (e.g. local pollution and GHG emission) by promoting renewable energy and energy efficiency investments, market and industries in the Pacific Island States and Territories (PICTs)


Erwartete Ergebnisse


The specific outcomes of the Center are embedded in four components of activity which will be integrated into the 7 themes of the Framework of Action on Energy Security for the Pacific (FAESP) and activities of the hub and spokes regional organisations. The components correspond with the identified gap during the needs assessment concerning regional capacity development, knowledge management and business development.


Outcome 1: Enhanced regional institutional capacities through the creation of the efficiently managed and financially sustainable Pacific Centre for Renewable Energy and Energy Efficiency (PCREEE).

Outcome 2: Strengthened capacities of local key institutions and stakeholder groups through the upscaling and replication of certified training and applied research programs and mechanism.

Outcome 3: Enhanced awareness of key stakeholder groups on RE&EE opportunities through the upscaling of regional mechanism for data and knowledge management and advocacy.

Outcome 4: Increased RE&EE business opportunities for local companies and industry through the execution of regional investment promotion programs and tailored financial schemes.


Zielgruppe


PCREEE supports interventions in 22 PICTs and focuses primarly on activities and projects with regional impact or national projects which demonstrate high potential for scaling-up or regional replication.

Beneficiaries are: government institutions (ministries, electrification agencies, municipalities); private, public or public-private companies (SME´s, ESCOs, utilities); individual consultants and project developers, universities, schools, research centers, NGOs and cooperatives, international Organizations.

The target group are the approximately 6.3 million inhabitants in the region. As in most small island states, the PICTS are vulnerable to volatile prices of global oil markets due to their dependency on imported oil products. climate change is another concern to the energy agenda of the PICTs,. but the region is only responsible for less than 0,1% of global energy related GHG emissions


Maßnahmen


The start-up phase of the Center wil be launched shortly after the approval of the project document. The outputs and activities of the start-up and first operational phase are closely linked to the physical establishment of the centre, the Director and staff recruitment, the implementation of internal procedures and regulations as well as the identification of programms and projects linked to the promotion of investment in RE&EE, the strengthening of local sustainable energy industry, awareness and knowledge base of key stakeholder groups on various RE&EE aspects.


Hintergrundinformation


As in most small island states, the PICTS are vulnerable to volatile prices of global oil markets due to their dependency on imported oil products. climate change is another concern to the energy agenda of the PICTs. The region is only responsible for less than 0,1% of global energy related GHG emissions. nonetheless, the energy sector wil be highly impacted by economy losses due to climate change. rising ocean level, changes in rainfall patterns and extreme weather events will further challenge the energy security of PICTs. Climate change resilience of energy infrastructure becomes an important aspect of energy planning and maintenance.

Considering the actual situation, the PICTs identified RE and EE measures as a key driver for stabilizing the economy and secure the resilience of the energy infrastructure. Nevertheless there is still a strong need to scale up the RE development across the region. In this sense PCREEE will have a pivotal role, as through its activities in the areas of capacity development, knowledge management, awareness raising as well as business and investment promotion.
