Projektziel

The High Commissioner for Refugees is mandated by the United Nations to lead and coordinate

international action for the worldwide protection of refugees and the resolution of refugee problems. UNHCR’s Global Strategic Priorities (GSPs) for 2020 and 2021 emphasize areas of significant concern as part of its efforts to provide protection and assistance, and to seek solutions for refugees, IDPs, returnees, stateless persons and other people of concern. The Strategic Directions set out five core directions:

• Ensuring protection.

• Effectively responding to emergencies.

• Promoting inclusion and self-reliance, including through the engagement of development actors.

• Empowering people of concern to UNHCR.

• Pursuing solutions.

Zielgruppe

In 2021, programmed activities are $8.62 billion with a planned target number of 97.3 mio. people of concern. The largest single budget will be for the Middle East and North Africa with 31% of the field budget. Acitivites will also be implemented in Asia and the Pacific, South, West and Central Africa, the East and Horn of Africa and the Great Lakes, the Middle East, North Africa and Europe. With regards to the COVID-19 pandemic, UNHCR will work to maintain the levels of responsiveness, adaptability and flexibility, whilst strengthening resilience as staff and people of concern adjust to living and working with COVID-19 in the medium term. The Office will work to mainstream COVID-19 activities within its programmes where possible. Main target group are refugees, internally displaced people, returnees, stateless persons, and others of concern. UNHCR carries out its work in collaboration with many partners, including governments, regional organizations, and international and non-governmental organizations.

Maßnahmen

Activities include, among others:

- Registration: 19 million individuals will be biometrically registered.

- Statelessness: 90,000 individuals will be supported to acquire nationality or have it confirmed.

- Child protection: 70% of unaccompanied or separated children will have a best interests process initiated or completed.

- Gender equality: 54 refugee operations and 4 IDP situations will improve the participation of

women in leadership and management structures.

- Cash-based interventions; $700 million in cash assistance will be delivered to people of concern across 95 operations.

- Health: Under-five mortality rate in refugee camps will be fewer than 1.5 deaths per 1,000 people a month.

- Food security and Nutrition: 168,000 children 6-59 months with moderate acute malnutrition MAM) will be admitted to targeted supplementary feeding programmes for treatment.

- Water, hygiene and sanitation: 45% of the assisted population will have access to at least 20 liters of safe water per day.

- Shelter: 1.6 million people of concern living in 55 settlements in

11 operations will receive additional shelter and settlement support, in line with UNHCR’s COVID-19 response.

- Education: 2 million children will be enrolled in primary education.

- Resettlement: 1.44 million people will be in need of resettlement, 7% of the global refugee population.

- Energy and environmental protection: 2.9 million people of concern will have access

to sustainable sources of electricity for lighting, power and productive use.

Hintergrundinformation

Forced displacement owing to conflict, violence and persecution continues to rise, with the number of people of concern to UNHCR increasing. Their plight is part of a broader flow of human mobility, driven by many overlapping elements: resource-based and other conflicts that often transcend borders; growing inequality; the exploitation of ethnic, religious and other divisions by political leaders; and collapsing eco-systems and weather-related disasters. UNHCR’s primary purpose is to safeguard the rights and well-being of refugees. In its efforts to achieve this objective, the Office strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, and to return home voluntarily. By assisting refugees to return to their own country or to settle permanently in another country, UNHCR also seeks lasting solutions to their plight.
