The anticipated impact of this action is to improve gender equality in Kosovo, where women and men are more equal and have more equal opportunities for education, employment, political participation, health care and a life without violence.

Erwartete Ergebnisse

The following foreseen outcomes will seek to address some of the main gender inequalities in Kosovo: 1) Strengthened feminist movement in Kosovo, the region and beyond; 2) women have improved access to health care; 3) improved response to gender-based violence in Kosovo; and 4) improved access to education that challenges existing gender norms and power relations.

The expected outputs include:1) increased capacities of women’s organizations and of ADA partners for gender-mainstreaming actions; 2) more public officials, women, girls and men are informed of women’s right to health care and violations of their rights; 3) continued monitoring of and support for the implementation of the legal framework for addressing various forms of GBV ensured; and 4) KWN and its members more engaged in advocating access to education that transforms traditional gender roles.

Zielgruppe

The target area is throughout Kosovo. The overall number of direct beneficiaries of this project are 10.000 women/girls and boys/men, inluding 158 diverse women’s rights organisations, KWN members, who will benefit from capacity building, KWF grants and a stronger, more influential feminist movement; 7.400 women/girls and 2.300 men/boys who will benefit directly from Kosovo Women's Fund (KWF) initiatives; 20 representatives of ADA partners who will benefit from KWN capacity building and diverse public institutions targeted by advocacy.

Maßnahmen

Main activities include: Grants through KWF coupled with tailored capacity development support. The KWF provides small grants to women’s organisations that do not have access to other sources of funding and who seek to work for women’s rights and gender equality, especially groups working in rural areas and/or with marginalized persons, including women with different abilities, and women from minority ethnic groups. In the problem analyses of KWF grant applications, applicants describe the specific challenges and barriers that KWF initiatives will help to address. In the past these have included challenges such as accessibility to public institutions; access to public transport in rural and minority majority areas, enabling access education and employment, among other issues identified by socially marginalised communities.

Further acitivities include capacity development on gender mainstreaming for ADA Partners; organising KWN members’ meetings; continued communications and membership services; regional/global networking; awareness raising; advocacy; and monitoring institutional performance.

Hintergrundinformation

For nearly a decade, KWN has partnered with the Austrian Development Cooperation (ADC), which has led to several substantial canges towards gender equality in Kosovo. KWF had more than 13.204 beneficiaries who have had better access to health, education, economic wellbeing and a life free from violence. KWF has supported 1.699 women to take part in decision-making processes at local and central levels, and empowered more women to join politics and be elected. Through the KWF, KWN members have contributed to at least 15 policy changes towards improving the lives of women and girls in Kosovo. With the support of the ADC, KWN has enabled access to justice in GBV cases via strategic litigation. In 2020, Kosovo adopted the Council of Europe Convention on preventing and combating violence against women and domestic violence (Istanbul Convention), for which KWN had successfully advocated. Criminalization of Domestic Violence and Sexual Harassment also resulted from KWN, which was made possible through ADC support. Furthermore, advocacy meetings, letters and initiatives led the Kosovo Government to increase funds for shelters and day centres assisting victims of GBV. KWN seeks to continue this positive cooperation with ADA, building on prior results, best practices and lessons learned, towards addressing the key gender inequalities in Kosovo. The action will contribute to the implementation of several SDGs (3, 4, 5,10 and 16) and the EU Gender Action Plan III (GAP III) as well as laws and national plans in Kosovo, including most notably, the Constitution, the Law for Gender Equality and the Kosovo Programme on Gender Equality, among others.
