Projektziel


The main objective of the programme is to support Ethiopia in enhancing institutional capacities, strengthening good governance and deepening democratic participation.

More specifically, the program will deliver on the following five inter-related and complementary outputs:

1) Political processes of federal and regional state legislative bodies are more inclusive and effectively delivering on their constitutional mandates;

2) Federal and regional state systems of governance are more accountable, transparent and are delivering public services in more inclusive and responsive ways;

3) Citizens are more empowered to voice their concern and actively participate in decision-making processes at all levels of the development, governance and political processes and systems;

4) Systems and mechanisms for promoting social cohesion, managing diversity, preventing and managing conflicts, fostering dialogues and building peace are further strengthened at national and sub-national levels; and

5) Access to justice enhanced and human rights promoted and protected across Ethiopia.

 


Erwartete Ergebnisse


1) The House of Peoples’ Representatives will pass at least 5 laws (proclamations) with demonstrable value addition and all Regional State Councils (RSCs) will add value on at least 2 laws.

2) 6 analytical reports on legislative proposals provided by parliamentary staff to the Standing Committees

3) 10% improvement in public perception of the key democratic institutions (federal and selected regions)

4) Level 3 (of 5) of effectiveness of the electoral complaints handling and dispute resolution mechanisms and processes

5) 20 HOPR staff and 44 RSCs staff trained in gender analysis & actively applying analysis in daily work of the legislator (1 federal, 9 regions and 2 city administrations)

6) 50% decrease in the number of violent conflicts and of the high conflict prone areas


Zielgruppe


The programme focusses on different staff and stakeholders of legislative institutions both at federal and regional levels to effectively perform their law making, representation and oversight functions; political parties and civil society, to improve capacities of democratic and oversight institutions. Due to the broad and systems oriented nature of the program the direct beneficiaries of the program can only be roughly estimated: approximately 12.000 persons will directly benefit from single activities of the program, which would indicate that roughly 1.200 persons would directly benefit from ADA's contribution.

A part from UNDP, the following institutions play an implementing role:) The House of Peoples’ Representative, Ethiopian Human Rights Commission, Ethiopian Institute of the Ombudsman, Office of the Federal Auditors General, National Electoral Board of Ethiopia, House of Federation, The Council of Constitutional Inquiry, Office of the Attorney General, Federal Ethics and Anti-corruption Commission, Ministry of Federal and Pastoralist Development Affairs, and Government Communications Affairs Office.

Implementation measures include capacity building of key institutions, as well as need-based and tailored support to partner institutions.


Hintergrundinformation


In Ethiopia, democratic institutions have been established, including the legislatures and assemblies at national, regional and local government levels, along with specialized governance and oversight institutions. Nevertheless, investments are needed to transform the oversight and accountability institutions into dynamic and independent bodies that can deliver on their constitutional mandates to the satisfaction of all stakeholders. Ethiopia also faces a demographic challenge and a youth bulge. With a population of nearly 100 million people, 65 per cent of these are under the age of 25. The government needs to address the growing demand for decent jobs and services for this large population of young people. There is greater recognition of the need for measures to ensure good governance, to strengthen public oversight institutions and to encourage democratic participation. This dimension may have not received as much investment and policy attention as the economic dimension of sustainable development. In recent times, the country has faced civil unrest and protests in some regions of the country. These protests indicate discontent among the population despite the progress. While capacities of governance institutions have been enhanced through the "Democratic Institutions Programme" from 2008-2012, more investments are needed to strengthen functional systems, core capacities of the institutions to execute on their legal mandates.

Gebundene (tied) Hilfe verknüpft die Hilfsleistung auf die Beschaffung aus dem Geberland oder aus einem eingeschränkten Kreis von Ländern.
