Gender Mainstreaming in und Ausbildung für Local Government in Western Cape

South Africa is signatory to important conventions meant to advance women and realise gender equality. The foundation for gender equality is laid in the Constitution. Structures for working towards the advancement of women and gender equality in government have been put in place but only reach national and provincial levels.
The legislative environment in which local government operates contains no specific gender measures to address gender inequality and to increase women's participation. There are no guidelines for the municipalities on gender mainstreaming at local level. Different municipalities have been trying on their own, with varying degrees of success. , to ensure that gender considerations are taken up in their work and institutions.
During the past 2 phases GetNet has been supported by the Austrian Development Co-operation in developing a recognised training course for improving gender awareness and mainstreaming skills at local government level. Large municipalities have already contracted GetNet to assist in their gender mainstreaming efforts. But rural municipalities do not have the funds and capacities to do so.
In this final phase besides offering the rural municipalities in Western Cape an integrated and customised package consisting of research, skills training and facilitation of processes including after-care as well as coaching and mentoring, GetNet together with other organisations aims at the development of gender policy guidelines and institutional arrangements for local government through lobbying and advocacy.
