GET.pro - Transformational Advice

GET.transform (is along with GET.invest one of the two components of the GET.Pro platform) supports the achievement of international energy and climate targets under SDG 7 and SDG 13 by forging effective partnerships for renewable energy and energy efficiency planning and promoting systemic coherent transformation processes of the energy sector in selected countries and regions (with a strong focus on Sub-Saharan African countries).
Erwartete Ergebnisse
The following results shall be achieved:
1) The coordination within the Joint Africa-EU Strategy (JAES) processes has improved;
2) European contributions to an African energy infrastructure development are measured and communicated (including their energy related contributions to SDGs and NDCs);
3) Knowledge for a coherent transformation of the energy sector is provided to enhance SDG7 implementation in selected countries and regions;
4) Partner countries implement energy sector transformation measures.
Zielgruppe
The intervention is focusing on Uganda, Mozambique, and - subject to additional Funding - Zambia, Togo and Peru, seeking regional synergies with the Global Network of Sustainable Energy Centres to advance the SEA4All Agenda.
The final beneficiary is the population of the partner countries and regions. They benefit from a sustainable, affordable and reliable access to energy, which in particular relates to the poorer part of the population living in rural areas. The estimated number of beneficiaries reached by ADA's contribution is 86,500 People, calculated by applying the same proportionality ratio of the financial contribution over the total programme volume, this ratio is equal to 3.46%.
Maßnahmen
Following Actions will be carried out within two main working areas
A) Support to the Africa-EU Energy Partnership (AEEP), with the activities:
a1) Joint EC-AUC Collaboration on JAES Processes (AEEP Secretariat management, facilitate high-level EU-Africa dialogue forums, institutional and capacity support to African counterparts, support to joint EU-African initiatives and instruments);
a2) Mapping and monitoring of energy Initiatives and projects (assessing and documenting EU contributions to an African energy transformation, contribute to international processes on establishing a joint SDG7 monitoring system, capacity development of African partner institutions on data management and harmonisation);
a3) Knowledge Facilitation for a coherent energy transformation in Africa (facilitate establishment of a knowledge network for energy transformation, support technology and knowledge transfer, promotion of capacity building and vocational training initiatives).
2) Transformation Advice
b1) Development and dissemination of transformation products;
b2) Fast-start advice – triggering change processes;
b3) Transformation support – implementing sector reforms in selected partner countries.
The implementation takes place in close cooperation with strategic cooperation partners (IEA, World Bank/ESMAP, IRENA), regional entities (AUC, regional Sustainable Energy Centers) and bilateral programmes of the contributors.
Hintergrundinformation
In order to achieve the Sustainable Development Goals (SDGs 1, 5, 7, 8, 11 and 13), and to meet the targets committed via the Nationally Determined Contributions under the Paris Climate Agreement, a global energy transformation is needed. In the target countries and regions, as well as in other parts of the world, holistic sector transformations have not been implemented yet on a broad scale. The energy sector accounts for two thirds of CO? emissions, ensuring access to sustainable energy for all (SDG 7) is the key to achieve the international climate targets and to contribute to gender equality, it is a precondition for poverty alleviation and sustainable cities, communities and their economic activities. Despite coordination efforts, for instance via the EU Energy Initiative (EUEI) and the Africa-EU Energy Partnership (AEEP), the European development cooperation in the energy sector is still fragmented. Conducive framework conditions, as the foundation of a successful energy transition enabling large-scale investments in clean energy technologies, are still lacking in many countries and regions. GET.transform addresses this challenge by promoting strategic dialogues between Europe and its partner regions, and implementing identified priorities on national level.
