IDP Legislators' Manual Project - Vienna Expert Meeting 2008

The Brookings Institution-Bern University Project on Internal Displacement, together
with the Ludwig Boltzmann Institute on Human Rights, have proposed to hold an Expert
Consultation on May 16-17, 2008, in order to allow for the review, discussion, and
finalization of the draft IDP Manual. Preparations for the Consultation are underway,
including the solicitation of comments on specific substantive chapters of the draft
Manual from international agencies, NGOs and other actors with particular expertise in
the relevant topic-areas.
The approximately fifty participants in the Vienna meeting will comprise national public
officials dealing with displacement (in their capacity as experts rather than as government
representatives) as well as high-level representatives of international agencies and NGOs
in the field, local NGOs and academic experts, and national human rights institutions
(NHRIs). They will be asked to review the entire draft text of the Manual and comment
in smaller group sessions on the specific substantive chapters of the Manual. Following the final, authoritative review afforded by the Vienna Consultation, the IDP
Manual will be completed and widely disseminated to national policymakers, competent
ministries, legislators and civil society groups concerned with internal displacement in
the hope that it will be of direct and concrete assistance in crafting laws and policies that
will prevent internal displacement wherever possible and mitigate its effects on the lives
of IDPs worldwide. The Manual will also be of use to the RSG and his international
partners in their ongoing efforts to promote effective national laws and policies to
prevent, address, and resolve internal displacement.
