Projektziel


Elections to the Palestinian Legislative Council (PLC) are scheduled for January 2006. These elections will consitute an important test for democracy in the Palestinian territories of the West Bank, the Gaza Strip and East Jerusalem.


The elections will be observed by international and local monitors, who will be officially accredited as elections observers. This project is supporting the local election-monitoring process, which consitutes an important element in guaranteeing free and authentical elections, as well as the acceptance of the election results by the Palestinian population.


Core Activities of the Project are:

1. Monitoring all stages (campaigning process, polling day, counting of ballots and declaration of results) of the electoral process for the Palestinian Legislative Council (PLC) - this includes the training of election-monitors for the polling day;

2. Provide legal counsel and aid to both candidates and voters; and

3. Lobbying to ensure that the basic conditions are met to create an environment in which proper, free and fair elections can occur.

  • Modalität: definiert die Art der Hilfe (z.B: Sektorbudgethilfe, Kernbeiträge an multilaterale Institutionen, Projekthilfe, Technische Assistenz (personelle Hilfe), Bildungsarbeit im Inland, etc.)
  • Sektor: bezeichnet den wirtschaftlichen oder sozialen Sektor des Partnerlandes, welcher mit dem Projekt/Programm unterstützt wird.
  • Tied/Untied: Ungebundene (untied) Hilfe ermöglicht dem Projektpartner im Entwicklungsland - unter Befolgung der lokalen Beschaffungsregeln - freie Entscheidung über die Herkunftsländer im Zuge der Beschaffung von Dienstleistungen und Waren. Gebundene (tied) Hilfe verknüpft die Hilfsleistung auf die Beschaffung aus dem Geberland oder aus einem eingeschränkten Kreis von Ländern.
