Mid-Term Review RITH

The Austrian Bhutanese cooperation is currently focused on three sectors: energy, tourism and governance. Tourism is one of the main contributors to Bhutan’s national budget. The development priorities of the 9th and 10th Five Year Plan envisaged job opportunities and increasing high quality – low impact tourism in Bhutan. The project started in 2005 with the aim of strengthening the tourism sector by providing training at international standards and by increasing quality tourism services through the establishment of a Hotel & Training Management Institute (HTMTI), later renamed Royal Institute for Tourism and Hospitality – RITH.
The Austrian Development Cooperation and the Royal Government of Bhutan therefore agreed to co-finance a construction project to the establishment of a high quality training institution and the construction of a training hotel. Additionally ADC provides technical assistance to the Bhutanese project partner to
1) develop and strengthen the capacity of staff in the tourism industry including the training and supervision of the faculty of RITH;
2) to develop the curriculum for a two-year diploma course at international standards as well as to provide for respective teaching material; and
3) support the establishment of effective and efficient organisation of RITH and the Training Hotel.
The mid term review shall appraise the effectiveness and appropriateness of the technical assistance provided for RITH and shall identify measures to ensure the sustainability of achieved results and of the institutional and organisational set-up of RITH.
The review team is expected to provide the final report of the mid-term review the latest till 20.01.2014.
