The World Bank Group established an Umbrella Trust Fund to support the design and implementation of its jobs strategy, aiming to improve jobs and earnings opportunities for workers worldwide, contribute to the eradication of poverty, and boost shared prosperity. The Umbrella includes five windows in order to ensure synergies of all jobs-related efforts:

1. Jobs diagnostics, strategies and operations

2. Job creation through the private sector (let’s work)

3. Jobs for youth (Solutions 4 Youth Employment - S4YE)

4. Jobs in fragile and conflict countries

5. Actionable research on jobs

ADA contributes with donors such as GER, NOR, UK to window 3, ensuring a special geographic focus on South Eastern Europe.

The objective is to promote youth development outcomes — particularly employment and earnings opportunities — in low- and middle-income countries, and to strengthen the global knowledge base on youth employment, which is critical in developing creative strategies to address the challenge of the tens of millions of youth entering the labor market every year, in addition to the hundreds of millions who are currently unemployed or under-employed.

Expected results are:

1. Improved policy coordination among stakeholders and relevant actors from the private and public sectors engaged in youth employment

2. Improved policy design and implementation in the area of youth employment through knowledge sharing of evidence and dissemination

3. Improved employment and earning opportunities for young people by investing in and promoting innovative, scalable, sustainable solutions

4. Improved stakeholder capacity in the area of youth employment

A number of activities will be undertaken under the guidance of the S4YE-Coalition, which engages various actors across the private and non-private sectors through a partnership network of member organizations, companies, and institutions that are involved in funding, implementing, and supporting youth employment programs.
