Projektziel


The purpose of the multi-donor supported PBS II program is to support the Government of Ethiopia's (GOE) implementation of its poverty reduction strategy (the PASDEP). The objective of the World Bank's program is to reduce poverty through addressing key policy and administrative challenges related to: local governance; public financial management; the quality of locally delivered basic services; and inequities in access to the services. By the end of the three year implementation period of the overall PBS programme, the expected results are: (i) improved social indicators; (ii) robust fiduciary arrangements; and (iii) local governance structures that ensure effective development.

Like its predecessor PBS I, the PBS II will contribute to financing the delivery of basic services by local administrattions targeting primary health care, education, agriculture, and water & sanitation at the local level with the aim of influencing the implementation of Ethiopia's Decentralisation Governance agenda. Ethiopia's decentralisation structure consists of the Federal Government at the pinnacle, followed by 9 regional governments and 2 major municipalities. Each of the regions comprises several districts (woredas) which in turn consist of clusters of several localities (kebeles).

This contract covers Austria's contribution to PBS for the year 2009.

    • Andere Geber - Diverse Finanzquellen, die dem jährlichen Geschäftsbericht der ADA im Detail zu entnehmen sind.
  • Modalität: definiert die Art der Hilfe (z.B: Sektorbudgethilfe, Kernbeiträge an multilaterale Institutionen, Projekthilfe, Technische Assistenz (personelle Hilfe), Bildungsarbeit im Inland, etc.)
  • Sektor: bezeichnet den wirtschaftlichen oder sozialen Sektor des Partnerlandes, welcher mit dem Projekt/Programm unterstützt wird.
  • Tied/Untied: Ungebundene (untied) Hilfe ermöglicht dem Projektpartner im Entwicklungsland - unter Befolgung der lokalen Beschaffungsregeln - freie Entscheidung über die Herkunftsländer im Zuge der Beschaffung von Dienstleistungen und Waren. Gebundene (tied) Hilfe verknüpft die Hilfsleistung auf die Beschaffung aus dem Geberland oder aus einem eingeschränkten Kreis von Ländern.
