FPHC is a developmental organisation providing primary health and educational services to Afghan refugees and local Pakistani population in selected villages of Mardan, Swabi and Charsadda districts of the Northwest Frontier Province of Pakistan.

The post nine eleven situation in Afghanistan changed the situation to worse. There was a major influx of fresh refugees in Pakistan. FPHC also started preparing refugees in its target camps for repatriation. In the meantime a tripartite agreement was reached between UNHCR and governments of Pakistan and Afghanistan to wind up refugee programmes. As part of this agreement, UNHCR has started imposing cuts on its funding to FPHC and other organisation and it is feared that next year there will be more than 50% cut on its budget. Unfortunately, the repatriation process is still very slow especially there is no considerable movement out from the refugee camps served by FPHC.

In recent years FPHC started expansion of its services to local Pakistani population surrounding the target Afghan refugee camps. While transforming itself from a relief organisation to developmental organisation, FPHC made efforts to strengthen its collaboration with Government of Pakistan for sustainability of its programmes. As a result FPHC has now been recognised as a model for primary health care provision by Government of Pakistan. The health department of the Government of Pakistan now uses it as a resource organisation for training of its Doctors, Nurses, LHVs, Medical Technicians etc. The Government of Pakistan has chosen FPHC as one of its partners for implementation of its Primary Health Care Extension Project and both have entered into an agreement for a three-year partnership.

The funding under this project aims to support FPHC throughout this political transition period and to strengthen it for the period after the phasing-out of Austrian support after 2007.
