Projektziel


Improvement of basic living and health conditions of targeted population


Erwartete Ergebnisse


Output 1: Basic assistance to conflict affected population;

Output 2: Access to health care for conflict affected population particularly women, children and older people in hard-to-reach areas is improved

Output 3: Local branch capacities are strengthened through infrastructure/equipment and trainings particularly in the areas of Protection, Gender and Inclusion (PGI) and Community Engagement and Accountability (CEA) mechanisms


Zielgruppe


With this contribution, a total share of 13,042 beneficiaries will be reached (% share of the total number of planned beneficiaries due to co-financing). In total, approx. 17,700 beneficiaries will be reached directly.


Maßnahmen


1.1 Conducting preparatory activities;

1.2 Providing training and workshops for staff and volunteers in relief activities and Cash and Voucher operations (CVA);

1.3 Information dissemination campaign regarding project & selecting beneficiaries for CVA;

1.4 Providing cash and voucher assistance;

1.5 Conducting continuous and Post Distribution Monitoring (PDM);


2.1 Setting up mobile health units (MHUs);

2.2 Providing medical care to vulnerable groups who have limited access to the diagnostics and treatment of therapeutic diseases;

2.3 Advising patients on mental health and providing psychological support;

2.4 Delivering services and medicines to patients with disabilities who cannot reach pharmacies or health care facilities;

2.5 Providing medicines to patients free of charge as prescribed by a doctor within the agreed list of medicines available.

2.6 Providing ante and post-natal care as well as health promotion for communities;


3.1 Conducting branch capacity assessment and developing a training plan;

3.2 Providing capacity support (trainings, infrastructure & equipment) to 11 URCS rayon branches;

3.3 Conducting trainings for CEA & PGI in emergencies;

3.4 Providing information on CEA & PGI mechanisms through trained URCS staff and volunteers;

3.5 Setting up / enhancing feedback mechanisms for the ongoing emergency response by trained staff and volunteers.

Ukraine is currently affected by a large-scale military conflict. Multiple military exercises in the region and along the eastern, northern, and southern borders of Ukraine predated the invasion of the country. Diplomatic negotiation has failed to result in de-escalation.


On February 24 2022, a new phase in the armed conflict in Ukraine started with the intensification and spread of the hostilities that are now affecting most parts of the country and causing major concern for the protection of civilians and essential civilian infrastructure. Since the onset of hostilities, one third of Ukrainians have been forced from their homes, with more than 7 million displaced internally. Many people are moving to the western part of the country, such as Zakarpattia and Lviv Oblast which are some of the oblasts with the highest number of IDPs. The number of people moving to the West has been fluctuating over the past months from several hundred thousand to over a million IDPs.


As the conflict continues, access to food and health care has been disrupted, and livelihoods, markets, and supply chains have been affected. The influx of people from the Eastern parts of the country has put a strain on public services, health care provision, and accommodation. The priority needs are food and water, followed by housing and health care provision. 10.2 million people across Ukraine are estimated to need food and livelihood assistance, with approx. one third being food insecure. In Zakarpattia, only 7 per cent of displaced households are fully able to meet their basic needs. Furthermore, around 12.1 million people in Ukraine are estimated to need health assistance. Access to health and social care is severely impacted due to security concerns, fuel shortages, broken supply chains and mass displacement leading to a shortage of medical personnel.


Due to the population movement to Zakarpattia, URCS branches have been confronted with immense needs while having stretched capacity to respond to the massive scope of this crisis. The AutRC has established an in-country presence, supporting the efforts of the Red Cross and Red Crescent (RCRC) movement.
