POWER - Women's Empowerment Program in the Horn of Africa Region

POWER will contribute to the impact that every woman, every child, every adolescent girl, everywhere demands her rights to quality sexual, reproductive, maternal, new-born, child and adolescent health (SRMNCAH) services. This will be specifically applied to refugee camps and host communities in Ethiopia and Uganda.
Erwartete Ergebnisse
1. Established rights-based national and local SRMNCAH Frameworks in humanitarian settings.
Outcome 1 seeks to ensure that the various commitments ratified and polices in place to support SRMNCAH are applied to humanitarian settings.
2. Improved promotion of equal gender norms, attitudes and practices on women’s rights to SRMNCAH in the humanitarian settings.
Outcome 2 seeks to address socio-cultural barriers that hinder gender equality and access particularly in the unique humanitarian settings.
3. Empowered women and girls to exercise their SRMNCAH rights and seek services in humanitarian settings.
Outcome 3 will engage women as agents of change and increase their awareness and knowledge of their SRMNCAH rights as well as enhance their capacities to know and advocate for those rights; women are more likely to demand and claim their SRMNCAH Rights.
Zielgruppe
In Ethiopia, POWER will be implemented in Gambella Region which hosts seven refugee camps predominantly from South Sudan. The project will directly reach approx. 13,600 women and girls and their families.
In Uganda, POWER will be implemented in Bidi Bidi camp in Yumbe district, Rhino camp in Arua district, Maaji-123 and Nyumazi in Adjumani – all in West Nile region. These camps have predominantly South Sudanese refugees. The direct beneficiaries of the project will be aprox.12,000 adolescent girls and women of reproductive age and their families.
Maßnahmen
1.11 Undertake gender analyses of legal, policy, and programmatic frameworks for SRMNCAH at local and national Level;
1.12 Document SRMNCAH gender responsive strategies;
1.13 Develop a regional reference and document SRMNCAH strategies in humanitarian settings;
1.21 Incorporate gender risk and barrier analyses results in actions and informs national health sector plans including budgets;
1.22 Improve technical and financial response capacities to gender-related barriers for women to access SRMNCAH services;
1.23 Provide technical support to the development of response plans for humanitarian settings;
1.31 Support the development of result-oriented monitoring & evaluation to track the implementation of commitments to address gender barriers in humanitarian Settings (e.g GBV, harmful traditional practices);
1.32 Conduct mobilization of civil society groups and women's organizations to hold governments and duty bearers to account for their actions;
1.33 Operationalize a regional policy dialogue forum adopting the SIGI index data to address barriers to SRMNCAH in humanitarian settings;
Hintergrundinformation
Each year, more than 300,000 women die from preventable causes during pregnancy and childbirth, with over 60% of maternal deaths occurring in sub-Saharan Africa. The majority of those most at risk are living, or over the next 15 years will be living in fragile or humanitarian settings. POWER seeks to address some of these challenges and will contribute to UN Women’s overall goal, every woman, every child, every adolescent girl, everywhere demands her rights to quality SRMNCAH services, particularly in humanitarian settings in Uganda and Ethiopia. These countries host a high number of refugees from the crises in the Horn of Africa region who tend to be underserved with SRMNCAH services.
