Projektziel


The overall objective is to contribute to achieving food security and reducing the incidence of poverty, focusing on increasing women's socio-economic empowerment in the intervention areas.


Erwartete Ergebnisse


The main expected results of this Project are:

- an additional annual production of 6,000 tons of vegetable and fruit production thanks to a better involvement of women in production;

- increasing the areas irrigated with efficient irrigation systems operated by women from 75.5 ha (end 2019) to 200 ha by 2022;

- improving women's level of access to irrigation from 44% (2017) to 75% by 2022 in the intervention area;

- the increase in the income of beneficiary households through the increase in cash income from agricultural and post-harvest activities;

- increasing the proportion of women with access to funding;

- the increase in the proportion (%) of women in displacement situations (Internally Displaced Persons; IDPs) who have benefited from durable solutions that promote their self-sufficiency and/or reintegration in the project area.


Zielgruppe


The target group of PIRA-BF is women farmers and processors in the vegetable and fruit sectors. Its implementation will address the current security context by taking into account internally displaced populations, particularly women who are most affected.

PIRA-BF will directly reach 2,000 women farmers and processors, including 500 from internally displaced populations. To create conditions of sustainability in the current context of insecurity, more than 200 local artisans and animators will be strengthened to provide advisory support, maintenance and repair services and the supply of kits and spare parts as needed for the benefit of women farmers.


The project will operate in the Boucle du Mouhoun, Hauts-Bassins, Nord and Sanguié province of the Centre Ouest regions and reach a total of 2.200 direct beneficiaries.


PIRA-BF is part of the "Hydro-agricultural and Irrigation Development" budget programme of the Burkinabè government and is coordinated by the General Directorate for Hydraulic Development and Irrigation Development (DGAHDI) of the Ministry of Agriculture and Hydro-agricultural Development. The partners in the implementation of this programme are local authorities, Regional Chambers of Agriculture, the Ministry in charge of women through its decentralized services, women's associations and cooperatives as well as civil society organizations working in the rural sector, training and the socio-professional integration of women.

 


Maßnahmen


PIRA-BF will promote equitable access to productive resources and support services for women through actions grouped around the two following components:


(i) Component 1: Development of irrigated agriculture on a sustainable basis through improved access for women to efficient and resilient irrigation systems. The actions planned under this component aim to support the modernization of women-led family farms for sustainable performance taking into account the dimensions related to climate change and variability;


(ii) Component 2: Development of professional skills of women farmers and improved access to lucrative markets. This second component aims to develop the necessary support services for women and young women farmers in irrigated crops and post-harvest management (financial services, inputs, technical advice etc.).

 


Hintergrundinformation


The total cost of PIRA-BF is 1.517.660.645 FCFA or 2,313,659 EUR. The funding requested from the Austrian Development Agency is 1.302.074.645 FCFA or 1,985,000 EUR (85,79%). The Government of Burkina Faso will contribute 215,586,000 FCFA or 328,659 EUR (14.21%). Beneficiaries will participate in the implementation of the project through the co-financing of investments and in-kind contributions.


PIRA-BF is in line with the orientations of the National Economic and Social Development Plan (PNDES 2016-2020), the National Rural Sector Programme (PNSR II 2016-2020) and the Sectoral Policy on Agro-Sylvo-Pastoral Production (PS-PASP) as well as national policies and strategies relating to local development, gender and the empowerment of youth and women. It also takes into account the Strategy for the Care of Internally Displaced Persons in Burkina Faso with the growing insecurity in the Sahel and North regions leading to significant migratory flows to the North, Boucle du Mouhoun, Hauts-Bassins and Centre-Ouest regions.
