Projektziel

The project aims at improving knowledge in WASH advocacy and gender budgeting as well as enhancing institutional capacity in support of effective water resources management at local and national levels with focus on local actors in the West Nile region. Citizens shall be empowered to access water and sanitation services equitably and sustainably and thus contribute to the achievement of Uganda´s Vision 2040. Civil society organisations shall hold duty bearers accountable for the provision of adequate financing for equitable, inclusive, sustainable and affordable WASH services and environmental conservation.

Erwartete Ergebnisse

1. Enhanced capacity in WASH advocacy of 151 directly targeted beneficiaries.

2. Strengthened sector coordination and learning among 138 UWASNET members and key stakeholders in the sector for effective WASH and IWRM (Integrated Water Resource Management) services provision.

3. Enhanced capacity for gender mainstreaming within 20 UWASNET member CSOs in the West Nile Region.

Zielgruppe

The project directly targets 1470 beneficiaries (151 in the West Nile region - 61 CSO representatives, 25 community members, 40 members of the Parliamentary WASH Forum and 25 local Government leaders - as well as the 138 UWASNET member organisations and the UWASNET Secretariat.

The project further targets the 5 districts of Koboko, Madi Okollo, Terego, Obongi and Yumbe in the West Nile region (population of 1,756,523 people according to 2018 Uganda Bureau of Statistics.

UWASNET Secretariat will lead the project implementation and is supported at West Nile regional level by a local NGO facilitating meetings and participation in sub county dialogues for social accountability and governance.

Maßnahmen

The main activities include capacity development efforts such as trainings, sensitization meetings, engagement dialogues and a multi-media campaign. Furthermore, to strengthen sector coordination and learning, a national dialogue meeting as well as CSO coordination meeting will be held, the UWASNET´s resource center will be digitalized and updated as well as joint technical review and sector work exchange sessions conducted. To include gender mainstreaming into WASH-programming, a gender-WASH needs assessment and a gender-responsive budgeting training will be conducted.

Hintergrundinformation

More than 30% of Ugandans living in rural and urban areas lack access to safe water. 15% of all water sources continue to be non-functional at the time of spot check. The sanitation situation in Uganda’s rural and urban areas is even more worrying, as only 39% use safely managed sanitation. Good governance, transparency and accountability in Uganda’s WASH sector is an essential pillar for working for solutions of these problems.
