Projektziel

The project supports the Provincial Government of Sofala in drafting a new Strategic Development Plan for the province covering the period 2021 - 2030. To include lessons learnt from the previous provincial development plan the project will support the evaluation of achievements and challenges faced during the period 2010 - 2020. The drafting of the new strategic plan will be done in a participatory way based on national guidelines which guarantee the participation of all major’s stakeholders at community, district and provincial level.

Erwartete Ergebnisse

The expected outcome of the project is a new development Agenda for Sofala which is aligned to the SDGs as well as the national development plan. The main objective of the new strategic development plan is to increase economic and social growth and reduce the poverty rate by 2030. This should be achieved by increasing production and productivity in all sectors with an emphasis on agriculture including technological innovation, promotion of employment, labour law and social security. In addition, the plan should foster reforms aimed at integrating measures of resilience to climate and disasters risks and promote political, economic, social and cultural stability.

Zielgruppe

Provincial directorates, district governments as well as other government institutions at national, provincial and local level will consult with business and private sector actors, civil society as well as development partners throughout the drafting process through workshops and seminars. It is expected that the project will support the active participation of approximately 202 persons in the drafting process:

Provincial technical team: 26 technicians

District technical team: 26 technicians

Local steering council: 50 people

Provincial technical council: 50 people

NGOs: 50 (CSO local+ International)

The population of Sofala will benefit indirectly through improved local government capacity and ultimately better service delivery.

Maßnahmen

The project is structured in 5 phases:

- Evaluation of the Provincial Strategic Development Plan 2010 - 2020;

- Drafting of the Provincial Strategic Development Plan 2021 - 2030 including investment projects;

- Presentation of draft plan to other provincial government departments, private sector, civil society and development partners;

- Fundraising for the provincial investment plan.

Hintergrundinformation

ADC has been supporting the province of Sofala in the ongoing local economic development and decentralization process since 1994.

The Provincial Strategic Development Plan is aligned to the priorities and general policy directions of the

Central Government’s 5-year Plan (PQG), the Agenda 2025, the National Strategy for Rural Development

(NSRD), the Global Strategy for Public Sector Reforms (GSPSR), the Global Strategy for Combating Corruption (GSCC) as well as other national policies. The Provincial Strategic Development plan will provide the framework for annual social and economic development plans and provincial budgets.
