Review of the Uganda Country Strategy 2010-2015 of the Austrian Development Cooperation

Austria's relations with Uganda started in the early 1980s. Since then, the two countries have experienced close development cooperation and lively cultural exchange with the involvement of government institutions, non-governmental organizations and many dedicated individuals. The current Uganda Country Strategy of the Austrian Development Cooperation 2010 – 2015 (signed in September 2010) is a result of a consultative process based on Uganda's development priorities and Austria’s development policies. It coincides with Uganda's Five Year National Development Plan (NDP 2010-2015) taking into consideration the achievements of Uganda on its way to development and targeting at a strategic partnership between the two countries on a long term basis.
The object of this contract is the review foreseen in the Country Strategy which shall assess the relevance, impact and the effectiveness of its strategic focus, the efficiency and the sustainability of its implementation and shall support the elaboration of Austria’s next Uganda Country Strategy. The review will therefore include an analysis of the strengths and weaknesses of the ADC Country Strategy Uganda 2010-2015 and its implementation.
