Projektziel


The overall purpose of the assignment is to support the Development Partners (DPs) organised in the Water and Sanitation Sector Development Partners Group (WSSDPG) in achieving an effective and coordinated collaboration with the Ministry of Water and Environment (MWE) and within the sector.


Erwartete Ergebnisse


This will facilitate effective achievement of the planned sector outcome and efficient use of the resources made available, while contributing to improvement of alignment, harmonisation, accountability and transparency for the remaining period of the Joint Water and Environment Sector Support Programme (JWESSP) until 2018 and for the preparation and inception of a possible successor arrangement of sector support.


Zielgruppe


The expert primarily supports the WSSDPG Chair in liaison between Development Partners, MWE and other sector stakeholders in Uganda.


Maßnahmen


The Development Partners Liaison Advisor will support the Development Partners organised in the WSSDPG in achieving an effective and coordinated collaboration with the MWE and the sector. In addition, he will liaise closely with the MWE on policy and programme development; implementation of sector priorities; support to Development Partners by providing capacities for JWESSP monitoring and follow-up; support to strategic developments in the sector.


Hintergrundinformation


The WSSDPG supporting the sector have from time to time required additional consultancy support in preparation of meetings, assistance in reporting as well as support to prepare minutes from the WSSDPG. Since 2006, Austria has funded a consultancy for the above role which has made significant contribution to the smooth coordination between the DPG and the MWE. In order to streamline activities related to the layout of the JWESSP and to the sector setup in the remaining period of the programme (2016-2018) and to prepare for a possible successor programme, additional input is required to support the coordination among the Development Partners and with the Government of Uganda. For that matter, the recent Mid-Term Review proposed to include a DP Liaison Advisor.

Gebundene (tied) Hilfe verknüpft die Hilfsleistung auf die Beschaffung aus dem Geberland oder aus einem eingeschränkten Kreis von Ländern.
