SICREEE Erste operationale Phase des Zentralamerikanischen Integrationssystems für erneuerbare Energie und Energieeffizienz

Projektziel
SICREEE promotes sustainable energy markets, industries and innovation by mitigating existing barriers and strengthening drivers through sub-regional methodologies and tools.
Erwartete Ergebnisse
SICREEE will focus on five outcomes during the first operational phase:
Outcome 1: Enhanced regional technical coordination and implementation capacities through the
creation of the Central American Integration System (SICA) Centre for Renewable Energy and Energy Efficiency (SICREEE) --> for example: at least 5 major RE&EE programmes or projects are implemented by SICREEE in key areas e.g. standards, gender efficient transport, waste to energy) on behalf of SICA Member States.
Outcome 2: Enhanced enabling environment through the development, adoption and execution of
coherent national and regional RE&EE policies and regulatory frameworks --> for example: at least 50% of the SICA countries adopt national RE&EE action plans and investment plans in line with an established regional policy implementation and monitoring framework.
Outcome 3: Enhanced capacities of key institutions and stakeholder groups through
improved RE&EE qualification, certification and accreditation frameworks --> for example: at least 80 trainers are certified among all SICA countries and at least 1000 key stakeholders are trained by certified trainers and/or institutions.
Outcome 4: Improved RE&EE data and information management and awareness
raising --> for example: at least 1 out of 6 institutions in 8 SICA countries provides updated baseline data to the regional system on an annual basis and at least 500 experts from the region participate in SICREEE RE&EE conferences by the end of the first operational phase.
Outcome 5: Up-take of RE&EE investment, entrepreneurship and innovation through regional
programs and projects --> for example: at least USD 500 million of additional investments for the execution of RE&EE investment and demonstration projects is mobilized and at least 500 additional domestic jobs are created in the RE&EE sector.
Zielgruppe
The main target beneficiaries of the activities of the Centre are approximately 54 million inhabitants in the SICA region.
More specifically, the following stakeholders will benefit from the Centre’s activities:
1. Policy makers in energy and related sectors (e.g. ministries, municipal governments);
2. National institutions in charge of promoting sustainable energy and rural energy;
3. Educational and training institutions (e.g. universities, training centres);
4. Energy manufacturing and service industry (e.g. consulting, suppliers, equipment producers,
installers, IPPs);
5. National utilities and regulators;
6. Civil society (e.g. sustainable energy advocacy groups, women groups);
7. Women and children, as the lacking access to modern energy services affects this group disproportionately.
Ultimately, the greater population, local industry and public institutions will benefit from increased access to modern, affordable and reliable energy services.
Direct beneficiaries of the ADA contribution to the project will be 95.028 people of the rural population, who get access to modern, reliable and affordable electricity services provided by RE solutions and sustainable cooking services provides by more efficient solutions.
Maßnahmen
All activities of the centre demonstrate a high relevance for the local private sector and industry.
Local business and industry promotion will be an important activity component of the centre and a
cross-cutting issue across the other result areas (e.g. capacity development, knowledge management,
awareness raising). A particular focus of the centre will lie on:
1. Sustainable energy solutions and technologies to enhance the productivity and competitiveness of
industries with high value and job creation potential (e.g. agriculture, tourism, fishery,
manufacturing);
2. Nexus-approaches which combine sustainable energy interventions with productive activities (e.g.
value chain development) and other aspects of circular economy (e.g. resource efficiency, cleaner
production, waste and water management, recycling);
3. Sustainable energy entrepreneurship, industrial development and innovation;
Hintergrundinformation
SICREEE is addressing the capacity gap in the current regional sustainable energy support framework and will strengthen the technical implementation and coordination capacities of SICA and its new Energy Coordination Unit (UCE-SICA). There is a common understanding that the implementation of then 2020 Central American Sustainable Energy Strategy was insufficient particularly due to a lack of regional coordination. This goes hand in hand with the need for better technical coordination, donor harmonisation and assurance of long-term sustainability of project interventions as well as documentation of lessons learned.
The centre is expected to be an important partner for other projectbased initiatives. There are major regional thematic opportunity gaps in the areas of capacity development, knowledge and data management, awareness rising as well as investment and business promotion in the sustainable energy sector.
