Projektziel

The program proposes an integrated rights package to respond to problems of high maternal mortality rate, high level of teenage pregnancies, low use of contraceptives and weak responses to Gender Based Violence (GBV). The package will empower rights holders through provision of information and education to transform social norms to prevent Gender Based Violence and harmful practices and to promote access to Sexual and Reproductive Health and Rights (SRHR). The program will also strengthen the capacity of duty bearers to provide quality SRHR and GBV services. Outreach services will bring services closer to the target Population. GBV special court sessions will contribute to increased access to justice, including in hard-to-reach districts. The program engages communities, religious, cultural, political and community leaders using multi-sectoral channels, social accountability, culturally sensitive and human rights based programming to increase universal access to SRHR.

Erwartete Ergebnisse

Impact: Improved sexual reproductive health and rights of women, men, girls and boys including disadvantaged and vulnerable populations in Uganda.

Outcome: Increased utilization of quality SRHR/GBV information and Services.

Output 1: Strengthened capacity to provide integrated SHRH/GBV information services in target districts.

Output 2: Strengthened community demand creation and accountability mechanisms for integrated SRHR/GBV Services.

Zielgruppe

The program will target approx. 885,000 primary and secondary beneficiaries. This includes 10-14-year-old girls, women of reproductive age (15 - 49 years), sexually active men, GBV Survivors. Cultural and religious Leaders, health workers will be supported and trained, as well as teachers, school management committees, peer educators in schools and out of school, ELA (Empowerment and Livelihood for Adolescents) Clubs and others.

Maßnahmen

Promote availability and equitable access to contraceptive services and information.

Strengthen the quality of care for maternal health through training and mentoring of health Workers.

Equipping facilities with guidelines, standards and job aides.

Strengthen multi-sector service-delivery of integrated package of rights and related accountability through supporting the Ministry of Justice and Constitutional Affairs (MOJCA) and the Justice, Law and Order Sector (JLOS) actors to conduct special GBV court sessions.

Strengthen capacity of health workers on clinical management of GBV and support integrated SRHR outreaches (family planning, ante-natal care, etc).

Strengthen Ministry of Gender, Labor and Social Development (MGLSD), Ministry of Health (MOH) and district local governments (DLGs) to conduct monitoring and support supervision for quality improvement.

Support social accountability for SRHR and GBV working with community monitors.

Roll out sexuality education framework for in-school and out-of school youth and effective referrals to services.

Support and scale up of existing innovations and campaigns and promising practices that increase awareness on GBV, SRHR, Human Rights, non-discrimination and respectful relationships.

Active in Uganda since 1987, UNFPA works to address the challenges of high maternal mortality and the unmet need for family planning. Programs support the increased use of midwifery services and modern family planning and advocate for measures enabling young people to make healthy lifestyle choices. UNFPA also helps keep population data current and encourages community leaders and policymakers to champion solutions to population challenges. It engages with women’s and men’s groups to build a critical mass of voices for gender equality and human rights.
