Strengthening Operation and Maintenance to Improve Functionality of Rural Water Supply in Pader and Agago Districts, Northern Uganda - Call for Proposals

This project contributes to the provision of sustainable water supply to 380.000 people in Pader and Agago Districts in the Acholi Region in Northern Uganda.
The functionality of point water sources like boreholes is very poor and below the national average in these Districts (79 and 72% respectively). Reasons among others are corrosion of pipes, poor management of the sources by the water-user committees (WUCs) and inadequate planning and follow-up on operation and maintenance (O&M) of water facilities by the Local Government.
Accordingly the project plans to sensitise women and men in the Local Councils (LC1) on the importance of O&M, strengthen the management capacity of WUCs, assist Hand Pump Mechanics Associations to improve their preventive maintenance and repair services, and support the District Water Offices in repairing 45 currently non-functional boreholes and 2 small solar piped systems, improved asset management and O&M planning.
Overall objective:
Sustainable access to reliable water supply services in Pader and Agago Districts.
Purpose:
Stronger and more effective local government and community structures delivering reliable water supply services in Pader and Agago districts.
Results:
1. Increased capacity of District Local Government-structures for sustainable water supply service delivery
2. Increased capacity of Pader HPMA
3. Improved access to reliable and safe water in communities
4. Improved adoption of O&M best practices for water facilities in rural communities
5. Increased coordination and learning at district and national level to promote policies and replicate best practices.
