Projektziel


The overall goal is the operationalization of an integrated and decentralized early warning and response system at community, national and regional levels in West Africa. The program goal of the strategic plan 2015 -2020 of the West Africa Network for Peacebuilding (WANEP) is to strengthen the capacity for conflict prevention and early response in West Africa, and improve actions aimed at reinforcing the nexus between early warning information and appropriate early response systems in order to reinforce the weak national networks as part of a greater peace and security apparatus.


Erwartete Ergebnisse


The expected results are:

1. National Early Warning and Response Systems (NEWRS) (incorporated with national peace and security architecture) are functional in all 15 Member States and linked to ECOWAS Early Warning and Response System; improved capacity of at least 1,800 key stakeholder in data collection, analysis and response strategies on Early Warning and Early Response.

2. Citizen capacity of 300 stakeholders at local and community level is developed and deployed in peacebuilding and conflict prevention interventions,

3. Research results are utilized in policy advocacy to promote peace and security

4. Gender capacity in peacebuilding and conflict prevention is developed and deployed at community, national and regional levels (175 conducted gender analysis and mainstreaming, development of a database of at least 150 women on dialogue and mediation)

5. Institutional and financial sustainability of WANEP (National Network & Regional Secretariat) ensured

 


Zielgruppe


The 3,000 direct beneficiaries are representatives of community based groups, such as Youth groups, School clubs, Women’s groups, traditional and religious leaders; at national level representatives of relevant organizations, peace council, political parties, private sector; and at regional and continental level ECOWAS and the African Union representatives. Indirect beneficiaries will be more than 10,000 by the end of the 3-year period.


Maßnahmen


Main activities will be institutional and strategic capacity building, trainings; research; organizational capacity development; conflict early warning data collection, analysis and reporting; mediation and conflict prevention; gender promotion; and post-conflict reconstruction programs for youths and ex-combatants.


Hintergrundinformation


The program will be conducted by the West Africa Network for Peacebuilding (WANEP) as the leading regional civil society organization in conflict prevention and peacebuilding. Peace, economic and human development in West Africa has been mired over the years by armed conflicts and violence, together with the accompanying humanitarian crisis and large in-flow of refugees into neighboring countries. WANEP works since 2002 through a strategic partnership with ECOWAS to build peace and find rapid sustainable solutions to the peace and security problems in order to ensure more peace and security in the region despite new emerging security threats like maritime piracy, religious and violent extremism. The Austrian support builds on a predecessor program.
