Support of the INTOSAI Task Force on the Accountability for and Audit of Disaster-Related Aid

In December 2005, in response to the Indian Ocean Tsunami, the International Organisation of Supreme Audit Institutions (INTOSAI) established a Task Force on the Accountability for and Audit of Disaster-related Aid. The eighteen members of the task force, representing both donor and recipient countries, have been working to establish an audit trail for the funds transferred in the aftermath of the Tsunami, with a view to providing insight into the aid sector, aid flows, accountability and audit arrangements at the national and global levels.
On the basis of these insights, the task force is now developing guidelines and tools, which will assist supreme audit institutions, donors, recipient governments and other stakeholders in the future in ensuring greater transparency, effectiveness and accountability of funding flows in the event of a major disaster.
The Task Force Chair, the Netherlands Court of Audit, and the Vice-Chair, the Supreme Audit Institution of Indonesia, have been active in seeking funding for the activities of the Task Force. The Austrian contribution will assist the Task Force in developing an electronic tool, which will assist its members in providing an overview of disaster-related funds at their individual country level. The tool will allow for a comparative analysis of results, and the combined overviews will provide insights into the flow of funds internationally. The Austrian funding will also allow for an international workshop to take place at which the members of the task force will be instructed on the use of the tool and guided through the development of an overview of funding flows for their particular national situation.
