Support to children refugees and the host communities in Burkina Faso through the UNICEF Country Programme 2011-2017

The grant enables UNICEF Burkina Faso to advance and finalize the implementation of its Country Programme Document 2011-2017 with an extension for 4 months until April 2018. Specifically, it will contribute to the continuation of targeted support to the most vulnerable children in the country, including the Malian refugees and the host population of the Sahel Region, one of the poorest regions in Burkina Faso through providing them with access to quality education, child protection services and hygiene and sanitation interventions. These interventions are coupled with UNICEF’s advocacy with the Government of Burkina Faso to seek an exit strategy to progressively integrate this population within the existing national and local programmes and social services. Further, the country programme and its activities are harmonized and coordinated with the Government of Burkina Faso, and other relevant actors, such as UNHCR.
Erwartete Ergebnisse
This grant will serve two main objectives, thus targeted and earmarked areas of the country programme’s annual work plans of the sectors concerned:
- Improvement of quality education and child protection for children of Malian refugees in the camps of Mentao and Goudebou and within the host communities
- Promotion of girls’ education and physical / social wellbeing by improvement of hygiene and sanitation standards in schools in the Sahel Region.
- The additional funding will contribute to the abandonment of child marriage and female genital mutilation/cutting in 200 villages in the Sahel region including Malian refugee camps; it fill further promote girls´ education through improved hygiene and sanitation among students; and increase resilience to enhance nutrition and food security.
Zielgruppe
The direct beneficiary group, Malian refugees and the host communities in Mentao and Goudebou, is broadly defined as 3-18 years old boys and girls, mothers of vulnerable children, teachers. In total, an estimated number of 24,000 persons (children, adolescents, mothers, and teachers) will directly benefit from the activities, as well as a minimum of 28,000 additional indirect beneficiaries.
The additional funding will reach another 29.400 beneficiaries, among them 18.000 adolescents, 4.000 students, 7.000 mothers (including their children under 5), and 400 community leaders.
Maßnahmen
While supporting the education of 6000 children between 3-11 years old (pre-school and primary school), the project will also contribute to the capacity development of 200 adolescent girls and boys (12-17 years old) through vocational training, and to the organization of literacy training and skill building courses for 300 adolescents in the refugee camps and the host communities. Through the construction of gender-friendly or adapted latrines around 7,200 students and 160 teachers will have access to improved sanitation and hygiene infrastructure. The contribution will also support activities for communication for behavioural changes (sensibilisation and education) among students (2,000 girls and boys), teachers, and local parent committees for management of schools on social norms related to menstrual period and importance of the menstrual hygiene management.
Through the implementation of an integrated communication plan focusing on changing social norms on child marriage and Female Genital Mutilation (FGM) more than 10,000 population from Mentao and Goudebo refugee camps and more than 100 host villages will acquire knowledge on prevention and protection of violence against children, FGM and child marriage.
Life skills training, literacy and educational activities based on children's right will increase the capacity building measures for 200 mothers of vulnerable children in camps and host communities.
Hintergrundinformation
The current UNICEF Burkina Faso Country Programme 2011-2017 has been committed to supporting the most vulnerable children in the country, including the Malian refugees and girls in the Sahel Region where the social indicators are the worst for children. In collaboration with UNHCR which coordinates the refugee camps, UNICEF is intervening to support the refugee population as well as the host communities over the past few years in the areas of Education, Child Protection, Water, Hygiene and Sanitation in the Sahel region in Burkina Faso.
The underlying reason of the cost extension request lies with the need to answer swiftly and strongly to the ever more critical conditions among populations, especially children and women, due to degrading insecurity situation linked to the increased threats by the extremist violent armed groups in the Sahel region throughout 2017. This region continues to be the most vulnerable populations of the country, and although has seen some changes over the years, the security situation has taken an indeed negative turn.
