Over the last five years, the UNHCR in Afghanistan has built effective partnerships with local organisations, such as the Afghanistan Independent Human Rights Commission (AIHRC). In 2007, the UNHCR will continue to enhance the capacity of the AIHRC to monitor, document and address human rights violations as well as obstacles to safe and dignified return and reintegration of Afghan refugees and IDP's. Against this backdrop, UNHCR offices country-wide will continue to work with the AIHRC to enhance human rights field monitoring (HRFM) and implement an intervention strategy, which was developed and jointly revised by UNHCR and its partners in 2005 and 2006.

The AIHRC's activities, which will be supported through this project, are as follows:

(1) Participation of well-trained women staff in the direct implementation of activities;

(2) Monitoring of the situation of women in Afghanistan;

(3) Monitoring of rights particularly relevant to women in Afghanistan;

(4) Identification and reporting of women's rights violations in Afghanistan;

(5) Specific interventions to address women's rights violations, and

(6) Production of reports to advocate vis-à-vis the government and the international community for a reinforced commitment to the realization of the rights of Afghan women.

By capacitating and enabling the AIHRC to perform these tasks in a qualitative manner and in cooperation with the International Community, the Austrian contribution will support the basic UNHCR objective to ensure that civil, social and economic rights of Afghan returnees and IDP's are secured and that opportunities for self-reliance with particular attention to the rights of women and children are maximised.
