Support to UNRWA's Quick Response Plan for Gaza: Emergency Shelter Repair and Reconstruction Program

The military operation by the Israeli Defense Forces (IDF) during December 2008/January 2009 left more than 1400 Palestinians dead and more than 5000 wounded and caused widespread destruction of homes and public and commercial infrastructure across Gaza. It thus compounded the effects of an 18 month blockade and tight regime of closures and restrictions on movement on an already impoverished population.
UNRWA has continued to assist the more than 1 mio Palestinian refugees in Gaza (approx. 70% of the total population of Gaza), for instance by delivering food aid and providing temporary shelter and cash assistance.
The project at hand is part of UNRWA's Quick Response Plan (QRP) for Gaza, and, more specifically, represents a contribution to the "Emergency Shelter Repair and Reconstruction Program" component.
UNRWA estimates that nearly 44,000 refugee homes in Gaza were partially or completely destroyed during the last military operation.
The overall aim of the project is to help ensure that refugee families have safe, dignified and adequate housing. The specific objective is to repair refugee homes that were damaged during Operation Cast Lead or previous military conflicts in the Gaza strip. Indirectly, the project is also expected to bolster employment in the construction sector and related trades.
Depending on the extent of damage, the project shall be implemented either through local construction companies or by providing cash grants to affected refugee families to enable them to carry out minor repairs themselves. The project intervention will be based on a standard concept, incorporating building techniques and materials commonly used locally.
The project will also provide beneficiaries with the required technical advice and will monitor the usage of funds and cash grants received.
