Team Europe Support to Africa CDC's Continental Response to COVID-19

The objectives of the Africa Joint Continental Strategy for COVID-19 outbreak is to coordinate efforts of Member States, African Union agencies, World Health Organization, and other partners to ensure synergy and minimize duplication; and to promote evidence-based public health practice for surveillance, prevention, diagnosis, treatment, and control of COVID-19.

Erwartete Ergebnisse

1. More effectively functioning Africa Centres for Disease Control and Prevention (ACDC), including improved functions in regional coordination, epidemiologic analysis, and partnership development

2. Improved member state capacity in surveillance and detection through technical experts, trainings, and community Health Workers (CHW)

3. Increase in testing rates in countries where lab supplies are distributed

4. Improvements in testing, tracing and treatment outcomes in countries where CHWs and Rapid Responders are deployed

5. Reductions in disease spread in countries where CHWs were deployed due to more effective public health behaviors (e.g., physical distancing, mask wearing, hand washing etc.)

6. Portable hand washing & hand sanitizer stations as well as triage and quarantine facilities are installed in 5 internally displaced persons (IDP) and refugee camps in Ethiopia, Algeria, Mozambique, Burkina Faso and Central African Republic.

7. COVID-19 cases are identified and their contacts are traced in 5 IDP or refugee camps in the five countries

8. Community awareness for COVID-19 pandemic is created and IDPs and refugees understand and manage home-based isolation, and support home-based care in 5 IDP or refugee camps in the five countries



The target population benefitting from ADA's support are approximately 575.600 refugees and IDPs in 5 camps in Ethiopia, Algeria, Mozambique, Burkina Faso and Central African Republic.

Partner: The African Union (AU) through its technical arm (the Africa Centres for Disease Control and Prevention - Africa CDC- and its five Regional Collaborating Centers), has been working closely with AU Member States to strengthen their preparedness and response capabilities to limit transmission and minimize the resulting morbidity and mortality from the outbreak. A continental strategy for COVID-19 response was developed and an African Task Force on Coronavirus (AFTCOR) was launched to coordinate the preparedness and response efforts on the continent.


Activities planned with ADA's support:

1. Provide hand hygiene supplies to IDP and refugee camps

2. Provide supplies for triage and quarantine to IDP and refugee camps (e.g., beds, tents, thermometers)

3. Train and deploy healthcare workers in IDP and refugee camps



In the context of the COVID-19 pandemic and in reaction to the Africa Joint Continental Strategy for COVID-19 Outbreak as emergency appeal, the EU and a number of its Member States (Austria, Germany, Spain, and Sweden) decided to support its lead actor, the Africa Centres for Disease Control in the implementation of main areas of the strategy under the Team Europe banner.

Africa’s vulnerability is high given its relatively fragile health systems, concurrent epidemics of vaccine-preventable and other infectious diseases, inadequate water, sanitation, hygiene infrastructure, population mobility, and susceptibility for social and political unrest during times of crisis. The impact of COVID-19 on women and girls is profound. Women are disproportionately affected by lockdowns and this is resulting in a reduced access to health services. Hence, Africa CDC issued guidance for maintaining the essential health services to avoid the negative impact on women.

  • Modalität: definiert die Art der Hilfe (z.B: Sektorbudgethilfe, Kernbeiträge an multilaterale Institutionen, Projekthilfe, Technische Assistenz (personelle Hilfe), Bildungsarbeit im Inland, etc.)
  • Sektor: bezeichnet den wirtschaftlichen oder sozialen Sektor des Partnerlandes, welcher mit dem Projekt/Programm unterstützt wird.
  • Tied/Untied: Ungebundene (untied) Hilfe ermöglicht dem Projektpartner im Entwicklungsland - unter Befolgung der lokalen Beschaffungsregeln - freie Entscheidung über die Herkunftsländer im Zuge der Beschaffung von Dienstleistungen und Waren. Gebundene (tied) Hilfe verknüpft die Hilfsleistung auf die Beschaffung aus dem Geberland oder aus einem eingeschränkten Kreis von Ländern.
