Technical Assistance to the Water Supply and Sanitation Sector - GFA - EC Funds

This comprehensive capacity development programme will support the achievement of the water supply and sanitation sector goals in Albania by strengthening the national, regional, and local levels. The programme is in line with ADC's principles and objectives and meets the water policy of the government of Albania which aims to ensure further decentralization and commercialization of the sector in order for the water utilities to become self-sustainable and to develop long-term performance improvement plans and to fulfil all their obligations towards their consumers.
In addressing the main challenges in Albania's water sector, the provision of technical assistance for capacity development at local, regional, and national levels for a more effective implementation of national strategies/programmes, infrastructure projects, the proper management of infrastructure, and the development of the water sector at the regional level are foreseen.
Complementary to other donor funded activities in the sector the programme foresees the following components:
Component 1: Support the aggregation/regionalization process in Albania's water sector, focusing on the aggregation/regionalization of supply and wastewater services
Component 2: Strengthen water utilities and the LGU in their organizational, managerial, financial, and operational capacities based on standard operational and managerial procedures
Component 3: Strengthen the government at the central level in general managerial capacities, as well as to improve investment planning, data flow/analysis in the water sector, public awareness, knowledge of sanitation, and support the introduction of a staff certification system for the water sector.
ADA has been selected as the delegatee body to implement technical assistance through the European Commission's IPA 2010 Instrument. The assistance under this project will be implemented under the mechanism of indirect centralized management and is part of this comprehensive programme.
