Typhoon Haiyan Shelter and Sanitation Recovery Project

On 8 of Nov. 2013 the Philippines were struck by Haiyan, one of the strongest typhoons ever to make landfall. Typhoon Haiyan caused massive destruction in 9 central regions of the Philippines, leaving especially the Eastern Visayas including the area of Samar and Leyte severely affected. In Palo, a rural municipality of Leyte, 99% of houses were completely destroyed or damaged by wind guts and storm surges. Also sanitation facilities and bathing areas were destroyed by Haiyan, posing a potential risk on the health of affected communities.
The proposed recovery project will contribute to the overall rehabilitation of typhoon affected people towards regaining more self-sufficiency. Due to the severe destruction of houses the project will focus on repairing or completely reconstructing storm-damaged houses as well as latrine facilities for 473 households in the municipality of Palo, Leyte.
- The aim of shelter reconstruction is to build-back-better, which means the choice of project’s shelter design will improve resilience of communities in the long-term.
- Additionally to the construction of latrines, hygiene promotion including hand washing knowledge, hand washing capacity and safe water handling, will be integrated in the project to ensure that people are living in a healthy surrounding and to increase the awareness of communities towards the importance of hygiene activities in emergencies.
- Project design is further directed to facilitate overall rehabilitation of the area and therefore incorporates a cash transfer component to support recovery of markets and affected laborers.
