Projektziel
The Kosovo higher education law, adopted in May 2003, provides the legal framework for an extended autonomous operation of the University of Pristina (UP). European standards for teaching and research shall be implemented, a university statute shall provide the legal basis for the institutional operation regarding internal organization, procedures and administration.
Both the successful drafting of the university statute of the UP in 2004 as well as the multi-phase implementation of the new statute of the UP since the adoption of the statute in July 2004 were financed by ADA and conducted by the contractor.
The overall goal of the project at hand is to establish the UP within the European higher education system and to ensure its membership in the European University Association.
The project comprises the following 3 project fields:
1. Coordination and supportive measures for the constitution and (re-)elections of governing bodies and governing officers of the UP
2. Preparation of necessary regulations issued by UP and Ministry of Education, Science and Technology (MEST) as prescribed by the statute
3. Reorganization of key administrative data (staff, students) and establishment in a centralized database system.
Major beneficiaries of the project are the Rectorate, Board and Senate of the UP as well as MEST. The contract is constructed in such a way that the consultant's expertise is equally provided to both project beneficiaries, a mediatory and harmonizing effect is expected and supported.
The project at hand and the preceding ADA project experience much attention from the political system and from the Kosovo public. Its goal and objectives are strongly supported by the prime political stakeholders in Kosovo, ranging from the UNMIK SRSG, OSCE Head of Mission to the Kosovo government and international offices.
