Projektziel
The primary objective of the Protracted Relief and Recovery Operation (PRRO) is to address structural food insecurity and malnutrition among people living in disaster-prone areas. Specifically, the operation provides short-term food assistance for households in periods of acute emergency stress and addresses moderate acute malnutrition among children under five and pregnant and lactating women. In addition, it supports the government in a transition from relief assistance to a structured and predictable safety net to reduce the impact of shocks and build resilience under the Productive Safety Net Programme and prevent chronic malnutrition and stunting among children under two and pregnant and lactating women.
Erwartete Ergebnisse
The Austrian contribution will enable WFP to maintain life-saving food and nutrition interventions for vulnerable drought affected people. WFP will procure 1,037 MT of maize, which will complement commodities procured through other funding sources and support about 69,000 beneficiaries for one month through the general food assistance programme. Assistance will be prioritized for people living in the areas hardest hit by the drought. The El Niño has left a negative legacy on many households, including those that lost livestock and other productive assets.
Zielgruppe
The National Disaster Risk Mitigation Commission is the main partner for the implementation of relief interventions nationwide. It manages and coordinates all relief assistance in the country, including leading the multi-stakeholder needs assessments that are the basis for determining the number of people in need of food assistance. Working through government structures has enabled WFP to reach beneficiaries in the remote parts of the country and to use resources in a cost-efficient manner. The partnership with the government also helps build disaster response capacity of local institutions. WFP’s activities will be implemented mainly in the South Eastern part of the country, specifically in the Somali Region.
Maßnahmen
The PRRO is providing life-saving food assistance to 4.7 million people out of the total of 5.6 million people identified in the Humanitarian Requirements Document for relief interventions in 2017. It maintains a significant relief component in the form of monthly food distributions to critically food insecure families. The other components of the PRRO are the PSNP which is implemented in the Somali and Afar Regions, providing an average of 2.2 million beneficiaries per year with food or cash; and the Treatment of Moderate Acute Malnutrition which aims to address moderate acute malnutrition (MAM) among children under two (2) years of age and pregnant and lactating women.
Hintergrundinformation
In 2017, reports of livestock deaths and water shortages are emerging from the primarily pastoral areas in southern and south-eastern parts of the country. In addition, disease outbreaks and food and nutritional insecurity persist in pocket areas throughout Ethiopia.
The needs presented in the Humanitarian Requirements Document for 2017 have been established through a robust, Government-led multi-agency meher (i.e. the Ethiopian name for the rainy season) needs assessment, which took place over three weeks in November and December 2016. The assessment concluded that some 5.6 million people will be in need of assistance in the course of 2017. Some 2.7 million children and pregnant and lactating mothers will require supplementary feeding; some 9.1 million people will not have regular access to safe drinking water; and some 1.9 million households will need livestock support. Partners also estimate that 303,000 children will become severely acutely malnourished in the year.
