Projektziel


To promote the OSCE values and commitments among youth in Albania and facilitate their regional and international networking through three main objectives:

1: Multipronged engagement of the OSCE Presence in Albania (PiA) with and for young women and men is assessed and enhanced, in line with OSCE commitments.

2: Mutual learning and development towards building democratic societies, peace and security is stimulated among youth of Albania and their peers from the Western Balkans and OSCE-wide area.

3: Awareness on Youth, OSCE, Peace, and Security is broadly raised.


Erwartete Ergebnisse


The Austrian contribution will support the following results:

1: One assessment produced, with recommendations for engagement with youth by the OSCE PiA, including youth perception survey; A series of #YouthTalk events and initiatives implemented, led or facilitated by the OSCE PiA Youth Advisory Group (an eight-member body), featuring topics of current interest, including gender equality, security and safety including countering violent extremism (CVE), cultural heritage, environmental issues, media.

2: One (larger) and/or two (smaller) regional Youth Trail camps organised, together with OSCE partners on the ground and with contribution from OSCE field operations in the South Eastern Europe, OSCE Special Representatives on Youth and Security and participating States/Donors - with featured topics that align with OSCE priority areas of engagement and youth Interest, with dedicated Youth Trail booths that feature 'peace and security including CVE', 'youth & environment & innovation & governance', 'youth & media'.

3: One photo exhibition organised, with selected photo works by youth from the region, on a (set of) theme/s; One awareness raising campaign conducted, promoting key findings and messages of youth in the framework of 'security and co-operation'.


Zielgruppe


The total number of beneficiaries will be reached through pooled funding with other contributions to the project (Italy, Greece, Spain). Pending the confirmation of the final pledge amount and respective activity allocation, the estimated numbers of beneficiaries that can be reached based on the percentages of ADA's contribution are the following: Approx. 260 young women and men (gender balanced) from Albania for #YouthTalks or YAG Initiatives; Approx. 42 young women and men from the SEE region via Youth Trail camp; Approx. 25 young women and men through photo exhibition.

The project will be implemented by the OSCE PiA, the exact target regions across Albania will be selected at a later stage of the project.


Maßnahmen


Comprehensive assessment of the Presence’s work related to youth, with a strategic guidance for further engagement and focus;

Capacity building activities with the Presence’s Youth Advisory Group (YAG);

Support to the Presence’s and YAG’s youth outreach capacity;

Support to the participation of YAG members at regional and OSCE wide youth related activities;

Youth Trail: Promoting OSCE Values among youth of Western Balkans;

Development and implementation of a mass-media and social-media based outreach and awareness campaign on the role of youth in peace and security;

Youth photography contest.


Hintergrundinformation


The OSCE PiA recognizes the need to support Albania in empowering civil society, particularly youth, to more effectively engage in decision-making and in democratic consolidation of the country. The OSCE PiA remains a key partner to Albania in promoting a more inclusive and participative society, and in upholding equality of rights between women and men. In 2022, Tirana will be the European Capital of Youth: an opportunity to reinforce inclusion and engagement of young women and men across various sectors, which the OSCE PiA seeks to capitalise on.

With this project, the OSCE PiA aims to promote the OSCE values and commitments among youth in Albania, their engagement with peers from the region and broader OSCE area, and to advance the integration of youth perspectives in the OSCE PiA’s comprehensive approach to peace and security. The project builds upon the OSCE PiA’s work focused on youth from the previous years, and proactively responds to the opportunities stemming from the Secretary General’s Framework for Strengthening OSCE Efforts on Youth and Security and the OSCE Youth and Security Agenda. The initiative is also supported by the Italian, Greek and Spanish Governments.
