Strategic Evaluation of Austrian Development Cooperation (ADC)’s Engagement in Palestine (1993-2022)

Austria established early relations with Palestine in support of a peaceful resolution of the conflict between Israel and Palestine, more specifically a negotiated two-state solution. Austrian bilateral development cooperation with Palestine started in 1993, with an Austrian Representative Office (ARO) in Ramallah and a sub-office in Gaza being opened in 1998 and operational to date.

This is the first strategic evaluation of ADC’s engagement in Palestine. It was commissioned within the framework of ADC’s strategic evaluation plan and conducted by an external, independent evaluation team between May 2022 and August 2023.

The evaluation’s main purpose is learning from ADC’s engagement to date to provide evidence for future strategic and programmatic decision-making and implementation.

Within its overall timeframe from 1993 to 2022, the evaluation assesses ADC’s engagement along specific evaluation criteria over selected time periods: relevance (1993-2022), coherence (2017-2022), effectiveness and impact (2010-2022) as well as the question of sustainability of development cooperation more generally in the local context.
