Overall goal


Afrikanische Trainingsinstitutionen im Bereich Friede und Sicherheit und VertreterInnen regionaler Organisationen wie z.B. der Afrikanischen Union entwickeln einen Spezialisierungskurs zum Schutz der Zivilbevölkerung in bewaffneten Konflikten. Dabei werden sie vom Österreichischen Studienzentrum für Frieden und Konfliktlösung Schlaining (ÖSFK) unterstützt.

Der Spezialisierungskurs wird mit den afrikanischen Partnerinstituten in einem Workshop entwickelt, wo Curriculum, Trainingsmaterial und die Durchführung des Kurses ausgearbeitet werden.

Nach Durchführung des einwöchigen Pilotkurses in Afrika werden die Erfahrungen und Ergänzungen mit den Partnerorganisationen und dem ÖSFK überarbeitet. Der neu entwickelte Spezialisierungskurs soll von weiteren afrikanischen Instituten übernommen und in ihrem Programm angeboten werden.

Vorliegendes Projekt ist ein konkreter Beitrag zu Sicherheit und Friede und eine Unterstützung der EU Afrika Strategie in diesem Bereich. Es unterstützt auch die Umsetzung der VN SR Res. 1894, die von Österreich entscheidend mitgeprägt wurde. Durch die Ausbildung von ExpertInnen zum "Schutz der Zivilbevölkerung in bewaffneten Konflikten" und gemeinsame Ausarbeitung von Trainingsmaterialien leistet das Projekt einen Beitrag zur Kapazitätsentwicklung in Afrika.


Dieses Projekt beruht auf dem Ergebnis des von der ADA unterstützten Konsultativworkshops, der vom ÖSFK gemeinsam mit der "African Peace Support Training Association" letztes Jahr in Accra stattgefunden hat

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
