Projektziel


The project aims to contribute to enhanced human security in humanitarian assistance in West Africa (overall objective) and in a wider context to conflict prevention and peace in the region. Humanitarian assistance as immediate relief is the basis for recovery and subsequent development, peace, security. The project builds on a predecessor project.

 


Erwartete Ergebnisse


The expected outcome of the project are strengthened institutional capacities of civilian, military and police agencies that allow for more effective humanitarian assistance delivery in West Africa. This will be achieved through (1) increased knowledge of 50 humanitarian assistance professionals to plan and deliver coordinated humanitarian assistance in West Africa, (2) enhanced training capacities of the Kofi Annan International Peacekeeping Training Center (KAIPTC) and other West African agencies working on humanitarian assistance and (3) enhanced sustainability of the KAIPTC training portfolio on humanitarian assistance in West Africa.


Zielgruppe


The direct beneficiaries are 50 participants in trainings on humanitarian assistance (a mixed group of civil, police and military professionals, including at least 40% women) as well as 15 to 20 multipliers of the KAIPTC and of other agencies that work on humanitarian assistance in West Africa. Institutionally, indirect beneficiaries are the KAIPTC and at least 20 further agencies of the region that deliver humanitarian assistance or capacity development on humanitarian assistance and who will benefit from better trained staff, improved in-house training capacities and an sustainable training portfolio. Individually, the ultimate indirect beneficiaries will be people in need of humanitarian assistance benefiting from improved interventions. During its two year life time the project will through its trainees indirectly reach out to a total of 100,000 recipients of humanitarian assistance. After the end of the project the trainees are expected to continue reaching out to about 100,000 recipients of humanitarian assistance annually.


Maßnahmen


Three sets of activities will be undertaken to achieve the project results: (1) Two reruns of the Core Course on Humanitarian Assistance in West Africa, already established in the predecessor project. Next to various aspects of humanitarian assistance planning and delivery, a focus is put on civil-military interagency coordination and cooperation and on promoting mutual trust and understanding. (2) Development and pilot delivery of a new one-week Training of Trainers on Humanitarian Assistance in West Africa, targeting trainers and humanitarian assistance professionals as multipliers. Furthermore development of a resource kit to serve further trainings, as well as updating the Core Course resource kit. (3) Development of a sustainability strategy for KAIPTC’s training portfolio on humanitarian assistance.


Hintergrundinformation


West Africa has been the theatre of conflict and large movements of IDPs and refugees, it is suffering from the effects of food insecurity, natural disasters, climate change, conflict, the global economic crisis and socio-political instability. More than 50% of West Africa’s population of 280 million live in extreme poverty and are thus particularly vulnerable to these effects.


The project is coordinated by the Austrian Study Centre for Peace and Conflict Resolution (ASPR) and the Kofi Annan International Peacekeeping Training Centre (KAIPTC) in Ghana as one of the three Centres of Excellence of the ECOWAS and is targeting the entire West African region.

Austria’s applies thereby a whole of government approach linking resources of the Austrian Development Cooperation and the Austrian Ministry of Defense and Sport who completes the project by seconding an expert as course director to the KAIPTC.
