Short Description:

Overall goal


The EU Emergency Trust Fund for Africa (EUTF for Africa) aims to help foster stability in three regions - a) Sahel Region and Lake Chad, b) Horn of Africa and c) North Africa - and to contribute to better migration management by addressing the root causes of destabilization, forced displacement and irregular Migration. This the fund aims to achieve through the promotion of economic and equal opportunities, security and development.

The objective for the North of Africa Window of the EUTF for Africa is to contribute to safe, secure, legal and orderly migration from, to and within the region and to support an effective management of migration flows that protects human rights.

 


Expected results


Objective 1: Establishing inclusive economic programmes that create employment opportunities, especially for young people and women in local communities, with a focus on vocational training and creation of micro- and small enterprises.

Objective 2: Supporting resilience in terms of food security and of the wider economy, including basic services for local populations, and in particular the most vulnerable, as well as refugees and displaced people, including through community centres or other means of providing them with food and nutrition security, health, education and social protection, as well as environmental sustainability.

Objective 3: Improved migration management in all its aspects, including contributing to the development of national and regional strategies on migration management, containing and preventing irregular migration and fight against trafficking of human beings, smuggling of migrants and other related crimes, effective return and readmission, international protection and asylum, legal migration and mobility, enhancing synergies between migration and development.

Objective 4: Improved good governance, in particular by promoting conflict prevention, addressing human rights abuses and enforcing the rule of law, including through capacity building in support of security and development, as well as law enforcement, including border management and migration related aspects. Some actions will also contribute to prevent and counter radicalisation and extremism.


Target group / Beneficiaries


Target Groups of the EUTF: The main beneficiaries are refugees, internally displaced persons, asylum seekers, returnees, and the local communities hosting them, as well as other vulnerable or marginalized populations such as victims of human trafficking and smuggled or otherwise vulnerable migrants, youth, women and children. Civil society actors such as community or women's organizations are also supported.

Region: This Austrian contribution is earmarked for the North of Africa window of the Trust Fund which operates in Morocco, Algeria, Tunisia, Libya and Egypt.

Potential target Population of this Austrian contribution: The Austrian contribution of 1 million Euros could , for instance, contribute to supporting around 2,400 International Migrants and Refugees in the North of Africa Region of the Trust Fund.

Implementing Partners for the fund cover a wide array of organizations, such as UN Organizations (i.e. IOM, UNDP, UNICEF), consortia of EU member states or EU member states' agencies and international NGOs, as well as civil society organizations.

 


Activities


The Fund’s interventions are based on an integrated and evidence-driven approach, coordinated with regional, national or local actors and with other donor interventions and in line with relevant EU and African strategic frameworks and action plans.

The Trust Fund enables the EU, its Member States and contributing donors to respond to the different dimensions of crisis situations by providing support jointly, flexibly and quickly. In doing so, it will complement other strands of action such as political dialogue and development cooperation programmes, as well as humanitarian assistance.


Context


The EUTF for Africa was launched at the Valletta Summit on Migration in November 2015 by European and African partners with the signature of the Constitutive Agreement by the European Commission and 25 EU Member States, as well as Norway and Switzerland. It was created to address the root causes of instability, forced displacement and irregular migration and to contribute to better migration management. As of September 2018, the EUTF for Africa is worth over EUR 4.1 billion, with about 89% of contributions coming from the EU and around 11% from EU Member States and other donors.

Out of that, the budget for the North Africa Region (Window) of the EUTF for Africa, as of September 2018 is EUR 554 million (EUR 348.4 from EU Budget Instruments and EUR 205.6 from EU Member States). To date, 19 programs with a total budget of EUR 476 Million have been adopted for the North Africa Region.

The North Africa region is characterized as an area of origin, transit and final destination for mixed migration flows from sub-Saharan Africa, West Africa, the Horn of Africa and the Middle East, with some countries of these regions affected by on-going instability and conflict. It represents one of the largest destination regions for foreign labour and is a region of origin for migrants, albeit to a lesser extent. The instability still affecting some parts of the region, in particular Libya, continues to generate irregular movements to Europe, as well as an increase in the number of persons seeking international protection.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
