Overall goal


Das Projekt "Adopt-a-Hospital" der Caritas Österreich hat das Ziel, die medizinische Basisversorgung der Bevölkerung von Shatra im Bundesland Thi Quar sicherzustellen und den Menschen den Zugang zu adequater Gesundheitsversorgung in dieser Region zu ermöglichen, die in den vergangenen Jahren unter dem Regime von Saddam Huessein massiv unterdrückt und wirtschaftlich vernachlässigt war.


Im Rahmen des Projektes wird das Provinzkrankenhaus in Shatra unterstützt, durch einen höheren medizinischen und technischen Standard seinen Versorgungsautrag zu erfüllen und das Landesspital in Nassariah zu entlasten. Die Projektaktivitäten umfassen die Ausstattung des Krankenhauses mit notwendiger medizinischer Ausrücstung (Einkauf, Lieferung, Installation, Einschulung) und die Ausbildung von lokalem medizinischen Personal (Hygieneschulungen, u.a.). Darüber hinaus werden 8 Gesundheitszentren im Raum Shatra standardisiert ausgestattet und das Personal aus- und weitergebildet, sodass auch diese ihre Versorgungsauträge erfüllen können.

Durch diesen Projektansatz wird der Übergang von Nothilfe (mit notwendigen Sofortmassnahmen) zu einer nachhaltigen Entwicklung und Aufbau von Kapazitäten im Gesundheitsbereich in der Region sichergestellt werden.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
