Short Description:

Overall goal


The project aims to influence the development partnerships which are seen as main drivers of the Agenda 2030 (Sustainable Development Goals) by promoting the enabling environment of Civil Society Organisations (CSOs) for more meaningful engagement/ participation in various development partnerships at all global, regional, and country levels. CSO capacities to engage development partnerships and generating a broad support for the Effective Development Cooperation’s (EDC) advocacy among other actors (i.e. development partners, private sector (PS), especially social entrepreneurs, and non-CPDE members) shall be increased.


Expected results


Immediate Outcome 1: Sustained, broad and evidence-based engagement of global and national Effective Development Cooperation (EDC) policy arenas.

a) Evidence-based global and national policy recommendations and submissions.

b) National Mechanisms for Monitoring EDC and Development Partnerships.

c) Knowledge exchange platform on Private Sector Engagement (PSE) in development cooperation (PS Watch and Regional Observatorios).


Immediate Outcome 2: Broader support base for CSOs and their positions.

a) Broad CSO organisation and collaboration.

b) Collaboration and partnership among CSOs, social enterprise, and other actors.


Target group / Beneficiaries


• 400 CPDE member CSOs engaged in the Action;

• 14 global region and sector formations engaged in the Action (Africa, Asia, Europe, Latin America and the Caribbean/ LAC, Middle East and North Africa/ MENA, Pacific; Feminist, Youth, Rural, Indigenous Peoples, Migrants, Faith Based, International CSOs);

• 18 countries where national government agencies and other development actors are engaged by CSOs on EDC advocacy;

• 18 social enterprises (groups) engaged and collaborated with on EDC advocacy.


Activities


Outcome 1: The activities below are expected to improve CSO capacity to engage development partnerships at the global, regional, and country levels. These capacities are (1) monitoring and research and (2) advocacy and policy dialogue.

• Policy research on development cooperation and social enterprise

• Regional and national observatorios

• Progress report on national initiatives


Outcome 2: In order to achieve success in influencing development partnerships, CSO positions will need support from other development cooperation actors. Such support can only be achieved if CSOs will be able to organise themselves and outreach and collaborate with other development cooperation actors, including private sector (PS) actors (e.g., Micro, Small and Medium Enterprises/ MSMEs).

• National campaigns on shrinking civic space


Context


Continuing human rights violations and repression of people’s civil liberties, limited opportunities for small and medium domestic enterprises, and weakening multi-stakeholder partnerships – all prevent people’s full access to domestic development processes. The 2019 Global Partnership for Effective Development Cooperation (GPEDC) Global Progress Report shows a lot of work still awaits partner countries, development partners, and partnerships in their pursuit of development effectiveness.


ADA co-financing share represents 5 percent of the total costs.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
