Overall goal


The ADC country strategy for Mozambique (2010 – 2013) is based on the Five Year Plan of the Government of Mozambique as well as the Poverty Reduction Strategy.


The country strategy defines decentralization and local development as a general focus of the ADC engagement. These efforts are followed-up in two intervention areas, namely

- sustainable public water supply and sanitation services in an inclusive and equitable manner,

- sustainable public service delivery in the area of agriculture for sustainable development in a pro-poor manner.


Austria’s ODA to Mozambique was in the period 2010 – 2012 Euro 20,45 Mio. The total disbursement of ADA was Euro 4,92 Mio. in the year 2013. The planned budget for the year 2014 is Euro 4,50 Mio.


The study will

- outline the potentials for a future ADC mid-term engagement in the consideration of the joint EU programming building on the findings and lessons learned of the implementation of the ADC country strategy Mozambique 2010 – 2013 and the overall comparative advantage of ADC as well as

- present recommendations for the future strategic orientation, possible added value of ADC’s support to Mozambique in the framework of reformulating the Austrian country strategy concerning the period 2014 – 2016.


The main objectives of the study are

- to assess the current country strategy 2010 – 2013, its achievements, challenges and possible setbacks and

- to identify and outline possibilities and potentials for a future ADC mid-term engagement including the possible cooperation modalities in Mozambique.


The experts’ team is expected to provide the final report of the assessment the latest till end of February 2015.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
