Ziel der Beistellung einer/s ExpertIn an das moldauische Ministerium für Landwirtschaft, Regionalentwicklung und Umwelt ist, eine qualitätsvolle Umsetzung des Projekts "Strengthening the institutional framework in the water and sanitation sector in the Republic of Moldova“ zu gewährleisten.


Expected results


Der Einsatz der/des ExperIn dient dazu, die Kapazitäten der relevanten Institutionen des Wassersektors der Republik Moldau zu stärken, um die Ziele des obengenannten Projekts zu erreichen:

1. Die wichtigsten Stakeholder steuern und verwalten den Wassersektor effektiver.

2. Die Institutionen und Akteure des Wassersektors agieren in der Wasserversorgung und Abwasserentsorgung in einer nachhaltigen, effizienten und gerechten Weise.

 


Target group / Beneficiaries


Der/die ExpertIn arbeitet in erster Linie mit dem moldauischen Ministerium für Landwirtschaft, Regionalentwicklung und Umwelt sowie nachgeordneten Stellen (u.a. die staatliche Agentur für Wasserversorgung, Apele Moldovei) und Partnern sowie der ADA und der DEZA als Geber des Projekts "Strengthening the institutional framework in the water and sanitation sector in the Republic of Moldova“ zusammen. Zu den direkten Begünstigten des Projekts gehören über 1.000 Personen.

Der/die ExpertIn übernimmt eine koordinierende Rolle in Durchführung des Projekts "Strengthening the institutional framework in the water and sanitation sector in the Republic of Moldova“ und unterstützt das Partnerministerium bei der Umsetzung und Steuerung des gesamten Projekts.


Context


Die ADA und die DEZA agieren seit vielen Jahren als strategische Partner im Wassersektor in der Republik Moldau. Im Rahmen des gemeinsam unterstützten Projekts „Strengthening the institutional framework in the water and sanitation sector in the Republic of Moldova“ sollen institutionelle Schwächen im Wassersektor beseitigt und die Kapazitäten der wichtigsten Institutionen im Sektor gestärkt werden. Dies soll zu einer verbesserten Qualität und nachhaltigeren Bewirtschaftung der knappen Wasserressourcen sowie einer verbesserten Abwasserentsorgung beitragen, wodurch letztendlich die Gesundheit und die Lebensqualität der Bevölkerung gesteigert werden können.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
