Overall goal


Der Einstieg in den Arbeitsmarkt der Jugendlichen aus der Umgebung von Almaty scheitert meistens bereits an einer unzulänglichen Berufsvorbereitung. Marginalisierte Jugendliche sind besonders gefährdet, ihre Ausbildung abzubrechen und in der Kriminalität zu enden. Die Berufsvorbereitungskapazität der Jugendinstitutionen (Oberstufenschulen, Berufsschulen und Jobvermittlung) ist zu schwach und muss verstärkt werden. Außerdem fehlt es an der Kommunikation zwischen den Ausbildungsschienen und dem Arbeitsmarkt: Initiativen, welche diese Zusammenarbeit fordern, werden benötigt.


Ziel des Projekts ist, die Kapazität und Kompetenz der oben genannten Jugendinstitutionen aufzubauen, damit sie vor allem marginalisierte Jugendliche effizient auf das Berufsleben vorbereiten und Beratung bieten können.


Die erste Zielgruppe des Projektes besteht aus Lehrern und Schulleitern von 6 Oberstufen- und Berufsschulen, die spezifische Kenntnisse und didaktisches Material benötigen, um das Problem des Einstiegs von marginalisierten Jugendlichen in den Arbeitsmarkt qualifiziert angehen zu können.


Die zweite Zielgruppe sind Jugendliche zwischen 14 und 20 Jahre - mindestens 70% davon sind marginalisierte Jugendliche - die gefährdet sind, ihre Ausbildung abzubrechen und dadurch in der Kriminalität zu enden.


Das Projekt implementiert erstens Sensibilisierungs- und Trainingsaktivitäten für Lehrer und Schulleiter. Zweitens werden marginalisierte Jugendliche intensiv und spezifisch gestärkt und orientiert. Schließlich werden die Projektergebnisse den betroffenen öffentlichen Stellen präsentiert, um sie für die Problematik zu sensibilisieren.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
